COMMITTEE IV DPD RI CONDUCTS SUPERVISION OF THE IMPLEMENTATION OF LAW NO. 6 OF 2021 CONCERNING THE 2022 STATE BUDGET IN BALI PROVINCE

BALI, dpd.go.id - Committee IV of the House of Regional Representatives of the Republic of Indonesia (DPD RI) held a Working Visit in Bali Province, in the context of Supervising the Implementation of Law Number 6 of 2021 concerning the 2022 State Revenue and Expenditure Budget (APBN). The working visit presented Deputy Head of Bank Indonesia Representative Office for Bali Province, GA Diah Utari, Head of Cooperatives, Small and Medium Enterprises Office for Bali Province, I Wayan Ekadina, SE., M.Sc., and Micro, Small and Medium Enterprises (MSMEs) actors in Bali province. The coordinator of Working Visit Team, Drs. Made Mangku Pastika, M.M., welcomed the presence of the Senators of Committee IV DPD RI who held monitoring activities on Law No. 6 of 2021 concerning the 2022 State Budget, in Bali Province. "I express my highest appreciation for the presence of Members of Committee IV DPD RI who conducted a Working Visit in Bali Province," said the former Governor of Bali. Starting the working visit activities, Dra. Hj. Elviana, M.Sc., Chairperson of Committee IV DPD RI in her remarks said that "The State Budget aims to regulate state income and expenditure so that there is an increase in production, employment opportunities, and economic growth so as to realize people's welfare," said the Senator for Jambi Province. Dra. Hj. Elviana, M.Sc., also said that in general, the APBN structure can be divided into three parts, namely State Revenue, State Expenditures, and Budget Financing. In addition, the APBN has 6 (six) functions, namely authorization, planning, supervision, allocation, distribution and stabilization. Furthermore, Dra. Hj. Elviana, M.Sc. also said that to anticipate the impact of the Covid-19 pandemic, the government through the Ministry of Cooperatives and SMEs has made various efforts, including: Productive Assistance for Micro Enterprises (BPUM) and Distribution of People's Business Credit (KUR) for MSMEs. “Government support for MSMEs as part of the PC-PEN program reaches Rp. 157.7 trillion in 2020, Rp. 117.3 trillion in 2021, and Rp. 64.68 trillion in 2022. The condition of MSMEs experienced a decline at the start of the pandemic in 2020 with a contribution to GDP of only 37.3% and 73% employment. Thanks to government stimulus and support, the condition of MSMEs can improve again in 2021 so that their contribution to GDP becomes 61.9% with employment reaching 97%," explained Dra. Hj. Elviana, M.Sc. It is hoped that MSME empowerment will be built not only to provide financing, but also to build a comprehensive MSME empowerment ecosystem from ease of doing business, training, and ongoing assistance, as well as establishing a wider and more sustainable market. Therefore, to develop MSMEs, synergy is needed from all parties from the private sector, the government, including Bank Indonesia (BI) which has been actively supporting the empowerment of MSMEs throughout Indonesia, and strengthened by the spirit of the MSMEs themselves which will complement each other. Through the hard work and synergy that has been carried out, it is hoped that a mutually supportive ecosystem will be created for the progress of MSMEs which will later encourage community welfare and national economic growth. On this occasion, Dra. Hj. Elviana, M.Sc. also conveyed several issues that were the focus of Committee IV DPD RI, including: (1) The distribution of assistance to micro-entrepreneurs was not fully on target and did not meet the criteria (for example: there were BPUM recipients with ASN status, there were BPUM recipients who were also KUR recipients). (2) Differences in data on the name of the prospective BPUM recipient with the name listed on the National Identity Number (NIK) or National Identity Card (KTP). (3) The unavailability of a single database related to MSME data. (4) There are problems regarding the timeliness of distribution caused by the limited time for data collection and distribution. Meanwhile, the Head of the Office of Cooperatives, Small and Medium Enterprises of Bali Province, I Wayan Ekadina, S.E., M.Sc. on that occasion said that in order to realize the vision of Bali for the New Era proclaimed by the Governor of Bali Province, five priority programs for the development of Bali were determined. "The five priority programs are the first in the field of food, clothing and shelter, the second in the health and education sector, the third in social security and employment, the fourth in the field of customs, religion, traditions, arts and culture, and the fifth is in the tourism sector," explained I Wayan Ekadina. In this activity, I Wayan Ekadina, S.E., M.Sc. also said that the provincial government of Bali is committed to providing support to MSMEs. The forms of support are assistance and legal assistance, recovery of MSE businesses, integrated management support, granting of program credit, 40% allocation to MSEs for procurement of government goods and services, training on making financial report applications for MSEs, incubation, monitoring and evaluation activities, as well as allocation of the Special Allocation Fund (DAK) for the empowerment and development of MSMEs and Cooperatives. "The Covid 19 pandemic has greatly impacted the economy of the people of Bali, this has resulted in the emergence of many MSMEs as a way of surviving the community to support the family economy, throughout 2022 MSMEs in Bali have grown by 6.4 percent, the number of MSMEs in 2021 is 412,265, increasing in 2022 to 440,609 MSMEs," explained I Wayan Ekadina, S.E., M.Sc. During the working visit of Committee IV DPD RI, Deputy Head of Bank Indonesia Representative for Bali Province, GA Diah Utari conveyed several things such as Bali's economic development in 2022, inflation developments in Bali, Bali tourism development strategy, and efforts to develop MSMEs in Bali. "Bali's economic development in 2022 has improved quite a bit, this is indicated by the increase in the economic growth rate for the Province of Bali to 8.09 in the third quarter of 2022. The increase in economic growth for the Province of Bali is higher than the national economic growth in the same period, which is only 5 .72,” explained Diah Utari. Regarding the development of inflation in the Province of Bali, Diah Utari said that in general, inflation in most regions is outside the 2022 national inflation range of 3.00%, more or less 1%. "Bali's inflation position relative to the national level ranks 13th for inflation in December 2022. In December 2022 the Province of Bali experienced inflation of 0.48% (mtm) or 6.20% (yoy). Inflationary pressure in December 2022 will be lower than the average December inflation for the last 5 years (0.80% mtm)," explained Diah Utari. On this occasion, the Deputy Chief Representative of Bank Indonesia for Bali Province also conveyed the strategy for developing tourism in Bali and also efforts to develop MSMEs in the Province of Bali. There are three main strategic pillars in MSME development by Bank Indonesia, the first is corporatization, the second is capacity building, and financing. During the working visit, MSMEs in the Province of Bali conveyed their aspirations to the Office of Cooperatives, Small and Medium Enterprises and Bank Indonesia. Some of the things they conveyed include first, MSME actors in Bali still lack understanding regarding sources of business assistance, secondly MSME actors in Bali not only need business financing assistance but also need training to increase HR capacity and also need access to marketing MSME products. Meanwhile Dr. H. Mz. Amirul Tamim, M.Sc, Senator of Southeast Sulawesi Province in this activity conveyed several things, namely about Bali's economic recovery due to the Covid 19 pandemic and other social impacts. "Bali as an area that relies on the tourism industry is of course very affected by the Covid 19 pandemic, the impact of the pandemic has also raised social problems, namely many people are entangled in online loans," said Amirul Tamim. The Senator for the Province of Southeast Sulawesi also asked the Deputy Head of Representative of Bank Indonesia for Bali Province regarding the role of Bank Indonesia in fostering MSMEs and their coordination with related institutions. Amirul reminded Bank Indonesia to coordinate and share roles so that there would be no overlapping programs with regional governments.

Bandaro Basa., S.IP., MH, senator of West Sumatra, in this activity asked the Office of Cooperatives, Small and Medium Enterprises of Bali Province regarding the BPUM and KUR programs in Bali Province whether they were on target or not. "For MSME actors, we need to provide support and enthusiasm so that they don't stop innovating. As entrepreneurs, MSME actors should have an unyielding mentality to realize what they are fighting for," said H. Leonardy Harmainy Dt. Bandaro Basa., S.IP., M.H. Closing the working visit activities, Dr. Maya Rumantir., MA, Ph.D., senator from North Sulawesi Province appreciated the MSME actors in Bali Province who were creative and innovative in dealing with the Covid 19 pandemic. "I am amazed to see Bali's MSME products that can compete in national and international industries. This shows that MSME actors in Bali are indeed extraordinary," said Dr. Maya Rumantir., MA, Ph.D. The Committee IV DPD RI Work Visit activities ended with hospitality and souvenirs from the Office of Cooperatives, Small and Medium Enterprises of Bali Province and Bank Indonesia to Committee IV DPD RI.
