Joint Session of DPR –DPD based on the MD3 Act

Under the provisions of Article 199 and Article 268 of Act No. 27 Year 2009 on the MPR, DPR, DPD and DPRD (MD3 Act) Presidential Speech celebrated the 65th anniversary (HUT) of independence of the Republic of Indonesia (RI) dated August 16 2010 for the first time held in a Joint Session of the House of Representatives (DPR) and the House of Regional Representative (DPD). Joint Session of DPR –DPD in the Nusantara Building or Tortoise Building, Parliament Complex, Senayan, Jakarta, has a very important constitutional significance as a continuation of the 1998 reform agenda and the process of structuring the state system and the parliamentary system of Indonesia.

"Presidential Speech for the HUT RI held on August 16, 2010 at 10:00 am," Chairman of DPD Irman Gusman (DPD member from West Sumatera) confirmed in a speech of Closing Session IV Year 2009-2010 at Nusantara V Building Parliament Complex, Senayan, Jakarta, Friday (13/8). The event was attended by two Vice- Chairmen of DPD, Laode Ida (Southeast Sulawesi) and Gusti Kanjeng Ratu Hemas (DI Yogyakarta), including the Chairman of the Working Team (Timja) Preparation Joint Session of DPR-DPD I Wayan Sudirta (Bali).

The presence of DPD regarding the DPD’s constitutional role on giving consideration as set forth in Article 22D paragraph (2) and Article 23 paragraph (2) of the Constitution of the Republic of Indonesia Year 1945 (UUD 1945) stipulated that the implementation of Article 159 of Act 27/2009 on the submission of APBN Bill from the DPR and Article 154 of Act 27/2009 which states DPR delivered the APBN bill to DPD to get consideration. Article 23 UUD 1945 which reaffirmed Article 154 of Act 27/2009 ordered the DPD to give consideration to Parliament for the APBN bill and bills related to tax, education, and religion.

Based on these developments, the Chairman of DPD called on the Chairman of the Regional Representatives Council (DPRD) provincial, Chairman of DPRD regency, and Chairman of DPRD city as well as Governors, Regents and Mayors across Indonesia to hold a plenary session of the DPRD provincial, plenary session of the DPRD regency and Plenary Session of the DPRD city in conjunction with the national political agenda in Jakarta on August 16, 2010. “This symbolic step is very important not only for DPD but more importantly to build a parliamentary system that increasingly puts the political actualization of regional representation in the agenda and policy of national politic."

Furthermore, DPD seeks to harmonize the working mechanism of DPR as the preparation of national legislation program (prolegnas) annual priorities, discussion of the bill by DPR, the Government , and DPD since listing inventory problems (DIM) to mini opinion, including schedules and DPD organs during discussion of the bill in DPR, the APBN Bill is about the state budget Government Work Plan (RKP) and procedures for consideration, as well as legislation within the scope of the DPD. "There are many other issues that we have to continue to talk with DPR,” Irman shortened the speech.
