Committee IV DPD RI: "Encourage Bappenas to Improve Planning Quality"

The meeting was chaired by the Chairman of Committee IV DPD RI Dra . Hj. Elviana, M.Si and attended by all members of Committee IV DPD RI.

In her remarks Elviana expressed several points of concern that were the focus of Committee IV DPD RI, including regarding the impact of the pandemic which will still have an effect in 2023. "The pandemic has caused socio-economic injury effects, some examples of the effects of these injuries are decreased productivity, learning loss and job loss, and the relatively slow recovery of the business world. Moreover, 2023 is the preparation of the RPJPN in welcoming the 2045 vision and preparation for the political year in 2024," said Elviana. The Minister of PPN/Bappenas in his presentation delivered an evaluation of the 2022 RKP where several macro development targets had not been achieved. "The target poverty rate is 8.5-9.0 percent, the realization is 9.54%, and the HDI target is 73.41-72.91% and 72.91% is realized," said Suharso Monoarfa. The Minister of National Development Planning/Bappenas added that the things that need to be considered based on public perceptions related to the 2005-2025 RPJPN are the availability of jobs and easy access for the poor to meet their basic needs. "Before 2045 Indonesia must get out of the Middle Income Trap (MIT), we have been trapped in MIT for 30 years, the demographic bonus will support achieving 6.0% economic growth to get out of MIT in 2040" said Suharso.

Before the meeting was closed, in response to various questions and statements from the Members of Committee IV, the Minister of PPN/Bappenas stated that in an effort to realize the RKP 2023 development policy, the Ministry of PPN/Bappenas in the process of drafting it had implemented the concept of a development clearing house through selecting the right development activities. really useful and has an important role in the process of achieving development goals. Closing the working meeting activities, Committee IV Leaders read out several important points of the meeting conclusions including; 1). Encourage the Ministry of National Development Planning/Bappenas to focus more on the quality of planning in formulating plans so that development in the regions is not just transferring government programs to the regions, but actually implementing development by the regions; 2). Encourage the Ministry of National Development Planning/Bappenas to continue synchronizing and strengthening databases as well as updating data nationally in accordance with the results of Research and Research carried out by BPS so that government work programs including social assistance and other community socio-economic empowerment programs can be carried out optimally and on target; 3). The Ministry of National Development Planning/Bappenas to develop a more comprehensive program plan for communities and regions to increase the Human Development Index (IPM) and reduce the poverty rate in areas where economic growth is mainly below the national average, so that the 2023 economic growth target can be achieved; 4). Encourage the Ministry of National Development Planning/Bappenas to assist in developing the quality of planning so that national programs "entrusted" to villages are adapted to the specific needs of each village based on the results of the Musrenbangdes; and finally Committee IV DPD RI gave appreciation to the Minister of National Development Planning/Head of Bappenas for encouraging MSME growth as a national development priority for 2023 and asking to provide interest subsidies that are evenly distributed to Ultra Micro Credit customers.
