Committee III DPD RI Discuss Honorary Teachers to Independent Curriculum with Nadiem Makarim

Jakarta, dpd.go.id - Committee III of the House of Regional Representative (DPD) of the Republic of Indonesia discussed various issues related to the Independent Curriculum, Cultural Heritage and Honorary Teachers with the Minister of Education and Culture Nadiem Makarim.

During this work meeting, a number of things were explored, including the issue of strengthening cultural heritage protection policies. Even though Indonesia already has Law Number 11 of 2010 concerning Cultural Conservation and Law Number 5 of 2017 concerning the Advancement of Culture. Then the pros and cons related to the National Education System Bill so that it is not included in the list of Prolegnas Priority Bill for 2023. As well as the problem of hiring honorary teachers to become Government Employee teachers with Work Agreements (P3K) in almost all regions in Indonesia.

"Committee III DPD wants to explore the issue of limited human resources for the Cultural Heritage Expert Team, the issue of the Free Learning Curriculum which is widely complained about in the regions and the problem of hiring honorary teachers to become P3K teachers requires the commitment of all parties," said Committee III DPD RI Chairman Hasan Basri accompanied by Deputy Chairperson Evi Apita Maya, Habib Ali Alwi, and Muslim M Yatim, at the Committee III DPD RI working meeting with the Minister of Education, Culture, Research and Technology discussed the implementation of Law No. 11 of 2010 concerning Cultural Conservation, Realization of the Ministry of Education and Culture Work Program for the 2022 Fiscal Year and the Ministry of Education and Culture Work Plan for the 2023 Fiscal Year, at the DPD RI Building, Parliament Complex Senayan Jakarta, Tuesday (27/9/22).

Apart from that, Committee III also highlighted a topic that has become a hot topic of discussion in the public regarding the National Education System Bill (RUU Sisdiknas). As is well known, the National Education System Bill has raised pros and cons in the public so that it is not included in the Prolegnas list for the 2023 Priority Draft Law.

"So in the future if the National Education System Bill is passed using the Omnibus method, it is feared that it will revoke three laws, namely the old National Education System Law (Law Number 20 of 2003), Law Number 14 of 2005 concerning Teachers and Lecturers and Law Law Number 12 of 2012 concerning Higher Education, because of that, received a lot of rejection," continued Hasan Basri.

In response to this, the Minister of Education, Culture, Research and Technology (Mendikbudristek) Nadiem Makarim explained the performance of the Ministry of Education and Culture for the 2022 Fiscal Year and the Work Program for the 2023 Fiscal Year. Regarding the National Education System Bill, the Minister emphasized that the National Education System Bill (RUU Sisdiknas) is one of the policies the most positive impact on the welfare of teachers. Apart from that, this bill also stipulates that teachers who are already teaching but do not yet have an educator certificate can immediately get a decent income without having to wait in line for certification.

At this meeting, the Ministry of Education and Culture explained that for the 2022 education budget, it will receive a fund allocation of Rp. 72.99 trillion and an additional BA BUN of Rp. 8.92 Trillion. While in 2023 it will be IDR 80.22 trillion with the policy direction being carried out by optimizing education enrollment rates, quality and relevance of education, higher education research and innovation, promotion and preservation of language and culture and governance of strengthening culture.

"In 2022 and 2023 our main focus is resolving the problem of honorary teachers to be appointed as P3K teachers. Based on the existing formation, we have made efforts to have more than 600 thousand appointed as P3K teachers this year," he explained.

Encouraging this program, the Ministry of Education and Culture is making efforts in the 2023 Draft State Budget for First Aid teacher salaries to be allocated and transferred to the regions. The Ministry of Education and Culture also encourages regional governments to continue to pay attention to the formation of P3K teachers.

"Although the process is still long, it is our priority to optimize the problem of hiring honorary teachers to become first aid, this also requires the regional government's seriousness in facilitating this formation because it lies with them," he said.

Meanwhile, according to the Ministry of Education and Culture, the Independent Curriculum provides flexible options for schools, namely, schools will be given the freedom to determine the curriculum according to their respective readiness. Schools are allowed to continue using the 2013 curriculum if they do not feel comfortable making changes. Nadiem appealed to schools that want to carry out a transformation but are not ready for major changes, to be allowed to choose an emergency curriculum. While the last option, schools that want and are ready for change, are allowed to use the Merdeka curriculum.

"With the Merdeka platform, teaching can save a very large and flexible budget according to the capabilities of each school," added Nadiem.

Meanwhile, highlighting the problems encountered related to Cultural Heritage, the Ministry of Education and Culture assessed that due to the not yet optimal data collection and determination in Indonesia and financial limitations, so far only 238 Regional Governments have a Team of Cultural Conservation Experts.

"Many regions have Teams of Cultural Conservation Experts but they are not yet productive and have programs. In addition, there are development pressures and environmental changes and limited public involvement as well as weak regulations," explained the man who is often called Mas Minister. (mas)
