Vision and Mission
The vision statement of an organization or institution is essentially a statement of ideals that is achieved or addressed by the connected institution or organization. Normatively, that vision statement become the basic guidelines of all the policies, decisions, and actions to be taken. Therefore, the vision is also a statement of the mind and the will to change the current state (das Sein) to the desired state (das sollen).
The House of Regional Representatives institutions of the Republic of Indonesia (DPD RI) is still stumbling on one main issue, which is the relative presence and ‘multi-responsibility’ as a legislative institution. The basic idea of the formation as a counterweight institutions (checks and balances) of power, both within their own legislative institution (the House of Representatives (DPR) and the People’s Consultative Assembly (MPR RI)) also in executive institution (the government), have not fully functioning optimally and effectively.
There are several main causes can be identified, at least until now, namely:
1. Its existence as a new institution has not found the work format and the adequate institutional structures;
2. Most of the members are new people in politics who do not have real experience in the practices of Indonesia’s political system up until now; and
3.The limit of functions and authorities are not yet in full force in the legislative process.
Based on the basic and fundamental issues that DPD RI vision statement agreed at the Strategic Planning Workshop DPD RI, on August 30th -September 1st, 2005 are as follows:
The realization of the House of Regional Representative of the Republic of Indonesia (DPD RI), as a strong legislative institutions, is equal and effective in fighting for people’s aspirations and the Indonesian society towards a dignified, prosperous, and justice in the Unitary Republic of Indonesia (NKRI).
THE MISSION OF DPD-RI
Based on the vision, the mission statement of DPD RI of 2004 – 2009 period agreed as follows:
1. To fight for the people’s and regions’ aspirations to actualize the equalization for the people’s welfare development in the context of strengthening the integrity of the Unitary Republic of Indonesia on a sustainable basis.
2. To encourage a greater attention from the central government toward important issues in the region.
3. To fight for the affirmation of DPD RI’s status as one of the legislature with full authority and functions to propose, participate in the discussion, to give consideration, and to supervise the implementation of laws, particularly those involving regional interests.
4. To improve the function and authority of DPD RI to strengthen the system of checks and
balances through the amendment of the Constitution of the Republic of Indonesia 1945.
Developing the relationship pattern and a strategic and synergistic cooperation with the owner of the main interests in the region and in the central.
