The meeting was opened by Chairman of Committee II DPD RI, Bambang Soesilo and chaired by Vice Chairman of Committee II, which is also a senator from North Maluku, Matheus Stefi Pasimanjeku in the meeting room of the building B DPD RI, Senayan, Jakarta, Thursday (24/05/2012).</p>

			<content:encoded><![CDATA[<p>Started of the 2014 general election stage, began in August 2012, the Electoral Commission (KPU) will verify the political parties contesting the election. Severities of conditions that must be met to qualify for verification are considered as form of the major party hegemony to compound its candidate’s political opponent. This issue is raised in the State Dialogue of DPD RI on the Coffee Corner on Wednesday (5/23/2012), with the theme &#8220;Verification of Political Parties.&#8221;</p>
<p>With a parliamentary threshold requirement of 3.5% on a national scale, it is considered prone to conflicting parties are not able to meet the national threshold, but the majority in some areas. According to Chusnul Mar&#8217;iyah (Former Member of the Election Commission 2002-2007), the parliamentary threshold is a form of major parties hegemony. &#8220;With the change of the Election Law every five years makes it difficult to determine the pattern of party system, internal conflicts and disputes among political parties in the elections showed a lack of democratic experience,&#8221; said the lecturer of Postgraduate FISIP UI.</p>
<p>In line with Chusnul, constitutional law expert, Lodewijk Gultom, also highlighted the lack of an electoral system which he said was too loose and prone to corruption practices. According to Lodewijk, the current legal and political culture prevailing are far from the ideals of reformation. Even the presidential system of government policies is also considered as halfway presidential because the president is often conforming to the parliament demand. &#8220;Right now we like to run quasi presidential system of government, parliamentary quasi too. While the existing political parties are not reflected the comprehensive needs of this nation, &#8220;said Lodewijk.</p>
<p>In addition to the electoral system, the credibility of the election is also a priority. Reflecting the earlier members of the KPU and the Elections Monitoring Body (Bawaslu), Matheus Stefi Pasimanjeku (Senator from North Maluku Province) assesses the importance of the independence and capability of the Election Commission members. “Credibility of the KPU and Bawaslu members are expected to guarantee that all election phases are running honest and fair,&#8221; said Matheus.</p>

In addition, statistical data of (Dirjend Pendis) have shown that number of students in Madrasah increases.</p>
<p>About the madrasah teachers who have not joined certification, Nur Syam explain the conditions set for the honorary teachers (not state). “Madrasah teachers with bachelor’s degree are eligible for certification if they have had work experience of at least seven years by January 1, 2012. While those under bachelor’s degree must have work experience for twenty years continuously,” said Nur Syam in the DPD Building, Parliament Complex, Senayan, Jakarta.</p>
<p>In addition to presenting Director-General of Islamic Education, Committee III also invited the Director-General of Hajj and Umrah Ministry of Religious Affairs to provide an explanation regarding the preparation and implementation of hajj as well as BPIH (Hajj Implementation Costs). On the occasion the Director-General of Hajj and Umrah, Slamet Riyanto, said that the operational preparation such as lodgment and hajj passport is done. “Recruitment of Hajj officers is also under way,” added Slamet.</p>
<p>Associated with the recruitment of Hajj officers, Ahmad Jajuli proposed to form an adhoc committee to facilitate the service and improve the service quality because so far there are often a lot of complaints that arise about the Hajj service. “Make an adhoc committee for three years, hopefully the officers on duty are experienced,” said the senator from Lampung.</p>
<p>In response, Slamet explained that the composition of the hajj officers has been determined, which is composed of 60% experienced and 40% inexperienced. The purpose of this composition is to maintain the quality of care for those already experienced tend to ignore their duties. “Actually, it depends on the personal mental, but those who have been experienced neglect their duty because they prefer religious duty. <p><strong>Jakarta, dpd.go.id &#8211; SEKJEND FUI</strong> (Muslim Forum), Muhammad Al-Khaththath complained the media, politicians and officials of Indonesia who support Lady Gaga concert which is planned to be held at Gelora Bung Karno Jakarta on June 3<sup>rd</sup> to Committee III DPD RI (22/05/2012). Khaththath also regretted the Coordinating Minister for Political, Legal and Security for supporting the implementation of the concert.</p>
<p>&#8220;Lady Gaga concert was not just a concert that show genitalia, but also teach and spread the hypnosis toward her fans named Little Monster to follow the Illuminati,&#8221; said Khaththath explaining the reason for FUI to refuse the presence of Lady Gaga in Indonesia. Illuminati itself is one of Jewish organizations, Freemasonry.</p>
<p>Located at the DPD RI, Parliament Complex, Senayan Jakarta, Khaththath who came with a number of FUI elements, including Mujahidin Council, Intellectual Council and Young Intellectuals of Indonesia, and ‘Aisyiyah declared their firm rejection of Lady Gaga concert and also encouraged the relevant parties in order to thwart the concert.</p>
<p>&#8220;Lady Gaga is the first devil symbol after Madonna, and this is actually an area of ​​ideological struggle. The concert is evil concert, the devil is our enemy and the one who support the concert is also our enemy, &#8220;said Bachtiar Nasir, the Secretary General of Intellectual Council and Young Intellectuals of Indonesia.</p>

<p><strong>Jakarta, dpd.go.id</strong> &#8211; Regional Owned Enterprises (BUMD) has not had the latest legislation since the issuance of Act Number 5 Year 1962 on Regional Government. Judging from the release, the legal substance contained in the legislation is not eligible under current conditions. This has become an important issue in the public hearing discussion of Committee II DPD RI with the speakers, namely, Prabowo Soenirman, Y. Joko Setiyanto and Agus Sunara in Committee II Meeting Room, Building B Senayan, Jakarta, Tuesday (22/05/12).</p>
<p>As chairman of the Regional Owned Enterprises (BUMD) Association, Prabowo Soenirman explained that Act Number 5 Year 1962 on Regional Government is not relevant. &#8220;The Old Act, issued in 1962, was no longer relevant to current use. We have designed and proposed a new bill but has not had any realization. BUMD will not go forward if there is no law adjustment,&#8221; said Prabowo.</p>
<p>Prabowo believes that the current issue is the condition where a lot of retirees are placed for positions in BUMD. &#8220;We have unproductive age who occupies central position in BUMD. We hope the new legislation will have rules about age limits to occupy a position so that the established regional company will not be in futile, not only to provide positions for officials who have retired,&#8221; said Prabowo further.</p>
<p>Agree with Prabowo, Chairman of the Indonesian Market Association (ASPARINDO), Y. Joko Setiyanto also argued that Act No. 62 Year 1962 should no longer be used. &#8220;We should be ashamed for using the Act No. 5 year 1962, the Act is old and BUMD sector completely dominates the life of the people,&#8221; he said.</p>
<p>Responding to Prabowo’s explanation, Aryanthi Baramuli Putri (DPD RI Senator from North Sulawesi Province) asked about the existing problems associated with the presence of public enterprises and hope that the Inventory Problem (DIM) made to facilitate the preparation of the draft law on BUMD.</p>
<p>Answering Aryanthi’s question, Prabowo explained that the absence of legal protection on BUMD has caused orientation ambiguities of BUMD. &#8220;Is this for public service enterprises or profit oriented, we expect this to be discussed in the Act because the potential is enormous. <p><strong>Jakarta, dpd.go.id</strong> &#8211; The use and status of Indonesian as a language of the State is in fact has been regulated in the Act No. 24/2009, but nowadays Indonesian began to be eroded by foreign language and slang that appear in the community. The fate of the Regional language is not better than the Indonesian language that has been forgotten by the society. Our society seems to be more proud to use a foreign language or Indonesian slang language rather than regional. Although some regional governments have incorporated regional language into their curriculum as a way of preservation, it does not turn out well.</p>
<p>&#8220;In education, the regional language is constrained by the KTSP curriculum (Curriculum of Education Unit). Here, the regional language has to compete with other local content that is important, &#8220;said Dadie Ruswandi, Head of Cultural Department of Culture and Tourism of the Province of Banten as a guest speaker at the Public Hearing (RDPU) Committee III on the Implementation of Intellectual Property Protection of Regional Cultural Heritage (05/22/2012).</p>

<p><strong>Jakarta, dpd.go.id</strong> – The Consultative Committee of DPD RI submitted 5 Bills to Committee I DPD RI, it is essential to be discussed by the Committee I DPD RI said Dr. Laode Ida who is also the Vice Chairman of the DPD RI, looking at the substance contained in all of the five Bills, most of the substances are still on regional interests and the law of policy aspects and regulatory information. As for some study and analysis of each bills are : 1. Bill on office of Notary; 2. Bill on the Establishment of 19 New Autonomous Region ; 3. Bill on Acceleration of Provincial Archipelago Development; 4. Bill on the Supreme Court; 5. Bill on Prosecutor of the Republic of Indonesia.</p>
<p>Meeting led by H. Dani Anwar from Jakarta accepted the tasks assigned by the vice chairman of DPD RI, by directly forming the working team on each bill and there were also distributed to the team a bill that has been running in order to produce a maximum bill. Although the DPD RI budget is limited but the members of Committee I DPD RI are optimistic and could seriously finish the bill that is bestowed by the DPR RI.</p>
<p>However, Laode Ida reminded members of the Committee I &#8220;The important part in the bill is how technically increase the authentic legal certainty made ​​by the Government to meet the force of law for society, for it must try to deeply look and examine this bill in the perspective of regional autonomy, so that the changes are expected to represent regional interests &#8220;.</p>

<p><strong>Jakarta, dpd.go.id</strong> &#8211; Committee IV DPD RI held a meeting with the Finance Minister Of the Republic of Indonesia, Deputy Minister of Strategic Industries and Manufacturing Enterprises Ministry of Enterprise Affairs, Chairman of Commission C DPRD NTT Province, Kupang Branch Head Office of Social Security (Jamsostek) and Chairman of PT. Semen Kupang Workers&#8217; Union (Persero), with the agenda of former pension fund PT. Semen Kupang (Persero), Monday (21/05/2012). The meeting was a continuation of the prior hearing (RDP) on March 12<sup>th</sup> 2012 with the similar subject.</p>
<p>According to the Deputy for Strategic Industrial Business and Manufacture Ministry of State Owned Enterprise (BUMN), Dwijanti Tjahjaningsih, PT. Sarana Agra Gemilang as the executor of Operational Cooperation (KSO) has currently started to operate effectively and has set the fund for the installment in June until the end of year 2012. “We are still waiting for the implementation of the RUPS (Annual General Meeting of Shareholders) for the pension payments settlement of former employees who have been laid off. Eventhough, the compan is stiil in a very difficult condition,&#8221; said Dwijanti.</p>
<p>In his explanation, the Minister of Finance Agus Martowardojo, said from the very beginning PT. Semen Kupang (Persero) is difficult to develop or restored, and no wonder if in 2008 the company was closed due to bankruptcy. Regarding the fate of former employees of PT Semen Kupang, Agus said the solution must follow the rules of corporate discipline. This is because the PT. Semen Kupang (Persero) as a state-owned Enterprise has been separated from the state. &#8220;The use of the state budget to the pension problems of former employees of PT. Semen Kupang would be a bad precedent, for that we must continue to follow the rules, &#8220;said Agus. Nevertheless the Ministry of Finance has the commitment to support the settlement of pension payments according to the RUPS result.</p>
<p>As a form of ​​the DPD’s partiality against the problem in the region, the Committee IV DPD RI in its conclusion recommended that the KSO’s profit sharing is prioritized for the compliance of PT. PT Semen Kupang former employee pension fund and appealed PT. Semen Kupang to settle payment obligations of Social Security (Jamsostek) toward former employees of PT. Semen Kupang based on the appropriate regulations. (Saf)</p>

<p><strong>Jakarta, dpd.go.id</strong> &#8211; <strong>EXPERT TEAM</strong> of Committee III, Yuwana Marjuka, is emphasizing the importance of locality-based tourism development as one of the solutions to the problems of tourism that should be regulated in the Act. It was conveyed by Yuwana in the Public Hearing of Committee III in his presentation of the Academic Manuscript Framework for the revision of Act No. 10 Year 2009 on Tourism (21/05/2012).</p>
<p>&#8220;The development of locality-based tourism means that the local people as protagonists so that the management of tourism adapted to the character of each region,&#8221; said Yuwana at DPD RI Building, Parliament Complex, Senayan, Jakarta.</p>
<p>Yuwana highlights the problem because so far tourism has not given any benefits to local communities. Furthermore, Parahyangan University lecturer said that regional autonomy should be the color of this revision of Tourism Act because the idea came from the Senate of the Republic of Indonesia.</p>
<p>Other speaker, I Wayan Mertha, supports Yuwana’s idea to enhance the role of local communities. Mertha who is the Director of the BP-KP2K Bali has proven that successful development of community-based rural tourism is also known as CBT (Community Based Tourism). Mertha and his colleagues in this recent year have developed the tourism in Kedongonan with support and participation of local communities. The tourist area has now attracts thousands of tourists every month so that people feel the benefits.</p>
<p>&#8220;The point is the welfare and benefit of local communities. The community not just spectators of the development in their region,&#8221; said this Tourism College lecturer of Nusa Dua Bali. &#8220;Public awareness is the key,&#8221; said Mertha.</p>
<p>Based on his experience in the field, Mertha explained some of the factors are necessary for successful implementation of CBT. These factors are the government support as a facilitator of development, active participation of tourism stakeholders, equitable sharing of benefits and continuously use the local resources. <p><strong>Jakarta</strong><strong>, dpd.go.id </strong>- As one of the efforts to optimize the function of considerations and supervision over the implementation of the State Budget Act, DPD RI in cooperation with JICA held a seminar and workshop with the theme &#8220;<strong> </strong>the Aspirational, Participatory and Accountable State Budget Planning (Sorting Program)&#8221; last Wednesday (5/16/12) on Nusantara V Building, Senayan complex, Jakarta.</p>
<p>Started with the opening of the Chairman of the DPD RI, Irman Gusman, and speech from the Ambassador of Japan for Indonesia, Yoshinori Katori, the seminar filled with the exposure of the sorting program of the Japan Initiative as an independent and nonprofit organization in Japan that is actively implementing a sorting program (approach in the budget screening) in government institutions.</p>
<p>National seminar invited more than 500 representatives from the District Head, Governors, Regents, Mayors, Chairman of DPRD, regional representatives and officials from the province of Lampung and the Java, followed by parallel workshop session which was divided into 3 groups consisted of 30 participants. The first group led by Rahmat Shah (DPD senator from North Sumatera Province), accompanied by Mr. Shin Ito (Japan Initiative Director) and Zainal Arifin Mochtar (Director of the Center for Study of Anti-Corruption / PUKAT UGM).</p>
<p>In the second group led by Mr. Hideaki Arai (Japan Initiative) and the Oce Madril (PUKAT UGM) discussed the review results and objectives in the implementation of &#8220;sorting&#8221; program. In practice, program review followed by a community representative appointed by the Governor and the Mayor. &#8220;Although there is no legislation on “sorting program” but it can run well,&#8221; said Indra who had studied the implementation of &#8220;sorting program&#8221; in Japan.</p>
<p>While the third group, represented by Parlindungan Purba (DPD Senator from North Sumatera Province), Kosemura Sumiko (Japan Initiative) and Hifdzil Alim (PUKAT UGM) was filled with examples of cases the introduction of a healthy youth program, announced by the Ministry of Education, Culture and Sports of Japan in 2008. In this session, participants were expected to provide input related to the case.</p>
<p>After getting the results of the discussions, Japan Initiative guide the simulation program with discussion and remarks from the DPD RI Senators and NGOs.</p>
<p>In closing remarks the Secretary General of the DPD RI, Siti Nurbaya Bakar expressed her hope that the budget plan with aspirational, participatory and accountable method can help element in Indonesia&#8217;s development that can also be prepared for the success of good governance in Indonesia.</p>
<p>In addition to thankful expression from the Chairman of JICA in Jakarta, Kohara Fumi, and the closing speech of the chairwoman of the PHAL, Emma Yohana, the national seminar was closed with a symbolic distribution of certificates to the participants.</p>
