DPD RI Suggests Two Initiative Bills

Vice Chairman of DPD RI Nono Sampono also asked all DPD Members to be more sensitive to address the various conditions in society that occurred in the last period. "We ask that all senators of DPD RI pay more attention to the increasing social turmoil ahead of the political year," he said in Nusantara V Parliament Complex, Jakarta, Monday (23/4). According to him, the closer the implementation agenda of Regional Election conducted in 17 provinces, 39 cities, and 115 regencies will increasingly need synergy of all stakeholders to maintain smoothness. "In the implementation of the third regional election, DPD RI hopes the government can improve the quality of its preparation," Nono said. As is known, DPD RI has also ratified two Initiative Bills in this 12th Plenary Session. The two bills of the Initiative are the Bill on the Protection of Indigenous Peoples Rights and the Bill on Nursing. On this occasion, DPD RI has also ratified the view of the Nursing Bill as the product of DPD RI and subsequently submitted to DPR RI. Committee III has conducted deepening by having working visits to the provinces of Riau Islands, Yogyakarta and Southeast Sulawesi. "In the three provinces, it can be concluded that public health status from year to year shows an increase," said the Committee III chairwoman, Fahira Idris. According to him, life expectancy increase, health development indicators set by the government can be achieved. But there are still indicators that should get serious attention. "Central and regional governments should pay attention to maternal mortality, infant mortality rate, and child mortality rate that is still high," said Fahira. She also hoped the drafting of this bill can be a reference in optimizing the role of midwives in health development. It certainly must be accompanied by the selection of high school health. "This is so that the competence of midwives is improved and get more attention," said Fahira.   In addition, the Bill on the Protection of Community Rights was prepared by the Committee I DPD RI and has been completed during Session IV DPD RI. The bill is expected to be a legal umbrella of the protection of the rights of indigenous peoples.   "The bill is expected to accommodate all the arrangements on indigenous peoples to be relatively complete and responsive so they can demonstrate their existence in a new era of a more comfortable state life under the auspices of the rule of law," said Chairman of Committee I DPD RI, Akhmad Muqowam. Muqowam added in the Protection of Community Rights Bill consists of 4 directions of arrangement, which is guided by the 1945 Constitution of the Republic of Indonesia; focusing the arrangement on the object of indigenous peoples, namely inherenting rights of indigenous peoples; taking into account the protection mechanisms of indigenous peoples' rights whether public or private; and optimizing institutions related to the protection of indigenous peoples' rights. * fan / ars
