Benny Rhamdani: Ministry of Village Should Not Neglect Its Responsibillity!

Jakarta, dpd.go.id - Committee I DPD RI held a Hearing (RDP) with the Ministry of Villages, Development of Disadvantaged Regions and Transmigration (Ministry of PDTT), North Sulawesi Provincial Government and Bolaang Mongondouw Regency Government (Bolmong) ) on Wednesday (5/12) in Jakarta.

The RDP scheduled a discussion about solving land issues in Bolaang Mongondow Regency, North Sulawesi.

Chairman of Committee I DPD RI, Benny Rhamdani stressed that his party certainly supports transmigration as a central government program that has brought blessings to transmigrants but has the potential for vertical conflict between the government and the community.

Benny added, like what was happening on the land of the former UPT. Tumokang, Mopugat, and Mopuya, North Dumoga Subdistrict, Bolaang Mongondow Regency, North Sulawesi Province whose land compensation cases have not ended until now.

Benny continued that 1,113 landowners who had been used as transmigration land by the central government had won the judicial process up to the level of Cassation at the Supreme Court where in its decision the Indonesian Government was obliged to pay compensation for 1,495.5 hectares of land with a total of Rp. 52,167,500,000, - (Fifty-two billion one hundred and sixty-seven million five hundred thousand rupiahs).

"I have been guarding this case since 2000. Through the Director General at the Ministry of Trade, the Minister of the Village has also promised me to settle the payment in the 2019 State Budget.", Stressed Benny.

According to the records of Committee I DPD RI, Based on history, the land was land which was crushed and cultivated by residents in the years 1956-1965. When the PKI rebellion occurred in 1965, residents left the location. Then in 1971-1975 the location was taken over by the government and handed over to transmigrants from Java and Bali, through the Decree of the Governor of North Sulawesi, on October 24, 1972.

In addition, Benny added that in the era of Minister of Manpower and Transmigration Jacob Nua Wea, another group of people in Bolmong had made similar claims in other areas. Without going through a judicial process, the community won and the government then paid compensation. Payment of compensation at the time of sharing between the Central Government 70 percent, the North Sulawesi Provincial Government 10 percent and the Bolmong District Government 20 percent.

"Please consider this as a reference for the government," Benny stressed to the Secretary General of the Ministry of Trade of PDTT.

On the occasion of the RDP, Secretary General of the PDTT Ministry of Trade, Anwar Sanusi said that his party insisted on still referring to the November 7 2018 meeting at the Ministry of Village.

Anwar continued the conclusion of the meeting was that the government would make extraordinary legal efforts, namely the Judicial Review in responding to the Supreme Court's verdict. To follow up, Anwar added that the government would form a Joint Team involving all elements of the Central Government and the Regional Government.

"How come now the government wants to submit a PK to the Supreme Court? The government has defied the Supreme Court's decision. It seems like the Ministry of Religion wants to get rid its responsibillity. The government even set back ", said Benny. ***
