The Hearing of BAP on the Issue of BPK RI’s Opinion Toward TVRI


Jakarta, dpd.go.id - The Public Accountability Committee (BAP) of the House of Regional Representative (DPD) held a hearing on the issues of BPK RI's opinion on TVRI led by Abdul Gafar Usman, Chairman of BAP in Building B DPD RI Senayan-Jakarta , Wednesday (27/09/2017). The Audit Result of BPK RI gives TVRI Financial Statement Opinion for four years in a row TMP / Disclaimer (2013, 2014, 2015, and 2016).

The Secretary General of the Ministry of Communications and Informatics, Farida Dwi Cahyarini revealed that the Ministry of Communications and Informatics assists in its human resources ranging from recruitment of civil servants and the appointment of honorary staff to civil servants to process promotion and position. Matters outside of human resource seem unattainable because they have direct supervisors to the Supervisory Board and the Supervisory Board is responsible to the President and the House of Representatives. Regarding our quite large receivables to TVRI for the Service Rights of Use (BHP) Frequency that should be Non-Tax State Revenue (PNBP) for the country, we have submitted to the KPK. But because it has different agencies / institutions then it remains as BPK record.

"We are helping to strengthen TV transmitters in border areas. It was the desire the Ministry of Communications and Informatics to have TVRI parallel to the private TV or TV neighbors. Our view, that TVRI has not recieved WTP, including the absence of legal umbrella over PNBP TVRI. The regulation on the matter was only established on September 6th, so it is hoped that the regulation will be able to finalize the recommendations of BPK’s Opinion," Farida said.

Furthermore, from the Financial and Development Supervisory Board (BPKP) represented by the Deputy State Accountant, Bonny Anang Dwijanto explained BPKP does not include giving opinion. From the data obtained to see irregularities submitted by BPK, in our opinion, it requires extraordinary work, we deliver nine steps to be taken by TVRI. The nine general steps to improve the quality of financial statements are; Strengthening the commitment and integrity of leaders, managers and implementers; Strengthening the government internal control system; Strengthening the planning and budgeting; Improving the quality of financial statements; Improving the quality of goods / services procurement process; Permitting the administration of BMN; Strengthening the monitoring and evaluation; Improving the quality of LK supervision and review; and Perceparing the completion of the Follow-up Report Report (LHP).

"These steps take at least a year, which is required commitment of the steps, not just directors but all elements of TVRI. Because the standards that are met are Government Accounting Standards, of course, it must recquire the standard. No WTP should necessarily gradually be the first WDP opinion. We expect the commitment of the directors to encourage the units to take the step, and maximize the function of SPI. All depends on the commitment of the TVRI," said Bonny.

At the end of the hearing, the Chairman of BAP was accompanied by Ahmad Sadeli Karim and Novita Anakotta as Vice Chairmen of BAP said that with the steps and support of all parties it is expected that in 2018 TVRI will get a change of BPK Opinion. (ank)
