Committee I DPD RI: Village Fund Is Not Optimal

Chairman of Committee I, Ahmad Muqowam asserted that the use of village funds as in accordance with the Village Law is intended to reduce poverty, reduce unemployment, and contribute to improving people's welfare. The problem, Muqowam continued, that the amount of village funds is the same for all villages, not based on the size of the territory, the number of people, the poverty level, and the geographical difficulties that are varies in each village.

"There are still villages where the funding has not been distributed based on area, population, poverty rate and geographical condition. The village funds that are expected to improve the welfare of the people, do not let it equally treated, it is dangerous for the villages themselves," said Muqowam.

Chairman of Committee I, Akhmad Muqowam explained that building a village does not mean to build in the village, the definition of village in Act No.6 Year 2014 about the Village is an initiative and in the previous Law Village became part of the local government.

Director General of Fiscal Balance, Astera Primanto Bhakti explained to Committee I that the disbursement of village funds is now in accordance with the basic and the formula allocation. The allocation is in accordance with the provisions of the Village Funds legislation by calculating based on the number of villages and allocated with respect to population size, poverty rate, geographical area, and geographical difficulty.

"The Village Funds Distribution until now is in accordance with the basic allocation and allocation of the formula, and it has been discussed, and approved also determined in the discussion of the Draft State Budget with the House of Representatives," he explained.

He continued, the distribution of Village Fund is now changed to 3 (three) stages. The purpose of gradual and performance-based distribution is done so that village fund management can be orderly, transparent, qualified, measurable and accountable.

"The purpose of gradual distribution of village funds to encourage villages to implement and absorb more optimal village funds, so that the impact of the utilization of village funds can be enjoyed by the villagers," he concluded.
