DPD RI and BPK RI Sign MoU on Increasing Regional Financial Accountability

Jakarta, dpd.go.id - The House of Regional Representative (DPD) of the Republic of Indonesia and the Supreme Audit Agency (BPK) signed a Memorandum of Understanding which aims to implement the follow-up of BPK RI Audit Results (Hapsem) on financial reports and local government performance that is clean, transparent and qualified. The MOU was signed by the Chairman of DPD RI, Oesman Sapta, and Chairman of BPK, Moermahadi, the State Worker in the Plenary Session of DPD in the Parliament Building in Senayan, Jakarta (20/12).

Vice Chairman of DPD RI, Nono Sampono, said that the signing of the Memorandum of Understanding with the number AP.00 / 08 / DPD RI / XII / 2018 was an effort of DPD in establishing cooperation with stakeholders to support the DPD's task in articulating the aspirations of the people and regions. The Memorandum of Understanding is intended to improve the completion of follow-up audit results in realizing good governance and clean government, especially for improving the accountability of financial management of the Regional Government.

"Through this collaboration, the DPD and the BPK will increase supervision activities on financial governance of the Regional Government so that it is hoped that future clean and accountable governance will be realized for the welfare of the people and regions," said Nono, who is also the Senator of Maluku Province.

In his speech, the Chairman of BPK RI, Moermahadi Djanegara Soerja, considered the synergy between the DPD RI and BPK RI should be used to encourage the management and responsibility of state finances used in accordance with the stated state goals. Moermahadi considered DPD RI to be a regional representation institution that has a significant role in overseeing the use of state money in the region. Therefore the signing of the Memorandum of Understanding is considered as an important effort in realizing the effectiveness of monitoring the BPK RI Audit Results specifically for increasing accountability in regional financial management.

"With the signing of this memorandum of understanding, it is expected that the percentage of BPK recommendations that can be followed up will continue to increase, so that the effectiveness of the BPK examination results will be achieved. "The DPD has a very strategic role in encouraging the effectiveness of follow-up on the results of the BPK RI examination," he explained.

Meanwhile, Chairman of Committee IV, Ajiep Padindang, will immediately hold a technical meeting with the Public Accountability Committee (BAP) of DPD RI to follow up the signing of the Memorandum of Understanding between DPD RI and BPK RI. Then the committee IV together with BAP will conduct a discussion on the technical cooperation with BPK RI. It is hoped that an effective cooperation agreement will be arranged with BPK RI in supervision to increase accountability in regional financial management.

"Following up on the Memorandum of Understanding, Committee IV will hold a technical meeting with the BAP regarding the technical cooperation that we plan to follow up in the form of drafting guidelines in accordance with the Rules of Conduct," he said.

Committee IV also held a seminar on the Synergy of the Follow-Up of BPK RI Audit Results on 11 December 2018 by presenting speaker Vice Chairman of BPK RI, Bahrullah Akbar and Chairman of the Association of Indonesian Provincial DPRDs, Asep Rahmatullah. The results of this seminar are expected to be used to follow up on the signing of the Memorandum of Understanding between DPD RI and BPK RI.

"The results of this seminar are expected to follow up the signing of a Memorandum of Understanding (MoU) between DPD RI and BPK RI which was signed at the Plenary Session today. This Memorandum of Understanding will be further regulated in the Cooperation Agreement within the next 6 (six) months, "said Ajiep Padindang. *** ars
