Nono Sampono: Ratification of Islands Region Bill Accelerates the Embodiment of Indonesia Maritime Axis of the World

dpd.go.id, Pangkal Pinang --- Vice Chairman of DPD RI, Nono Sampono revealed to realize Indonesia as a maritime country with a commitment to realize Indonesia as a maritime axis of the world, then it must be driven from the provinces with archipelago character.

The statement was delivered by Nono Sampono as a keynote speaker in the socialization event of the Region Islands Bill in the office of the Governor of the Provincial Government of Bangka Belitung, Tuesday (28/11/2017).

"The Islands Region Bill is one of the manifestations of legal certainty in accelerating Indonesia's development as a maritime axis of the world," Nono said.

According to Nono, the Islands Region Bill is the result of hard work of all members of Committee I DPD RI. As one of the Chairmen of DPD RI, Nono admitted to only provide stimulants or strengthening in the socialization of this bill.

"Hopefully this bill will soon be officially realized as a law to accelerate the development and improvement of people's prosperity in a province characterized by the archipelago, which will also accelerate Indonesia as a maritime axis of the world," he said.

Nono explained that the bill has been ratified in the 4th plenary session on September 19, 2017 and has been submitted to the President and the House of Representatives of the Republic of Indonesia (DPR RI) on October 10, 2017. It is now awaiting the Presidential Letter for joint tripartite discussions (DPR, DPD and government) article 22D 1945 and decision of MK No.92 / PUU-X / 2012 dated March 27, 2017.

"The Islands Region Act is a key requirement for the progress and prosperity of the archipelago to support Indonesia as a world maritime axis," he said.

On the same occasion, Vice Chairman of Committee I and senator from Babel province, Hudarni Rani, asserted that after going through a long process of discussion, the Islands Region Bill, which is the initiative of DPD RI, is expected to be successfully socialized.

"We hope for a full support of our community, especially for Babel, and we ask for input from the people of Babylon to strengthen this bill as a consideration of DPR RI," said this first governor of the Babel province.

Rani added that socialization of this Islands Region Bill was held in order to encourage DPR RI to understand that the archipelagic bill is really needed by the people. "Inshaa Allah the Islands Bill will soon be passed, so that the province of Babel will progress and prosper," he said.

 

The State is Not Effective

The Expert Team, Robert Endi Jaweng said the Islands Region Bill is important to be passed soon because the global level shifts are so great but the governance within the country's internal, has been long-time absenced in the archipelago.

"There is a certain form of the earth in this republic where the state is not present effectively, it is an empirical fact which is the sociological basis of DPD to draft this Islands Region Bill," he said.

Secondly, from the legal framework side, the existing regulations are not enough, from the Act to its derivatives set the side of partisanship to the islands region. According to Robert, the arrangement is not enough to accommodate the interests and issues of the a island region in order to catch up the development, service, economy and human resources.

"So the management of the island province is not enough with the aid scheme, but in autonomous authority, we push it to a more strategic level," said Robert Andi Jaweng.

Vice Governor of Babel, Abdul Fatah hopes all stakeholders will succeed in making the Islands Region Bill into an Act.

Also present in the socialization were senator Eni Khaerani (Bengkulu), Hafidh Asrom (DIY), Abdul Qadir Amir Hartono (East Java), Muhammad Mawardi (Central Kalimantan), Muhammad Idris (East Kalimantan), (North Maluku) and Hendri Zainuddin (South Sumatera ), Forkompimda and all SKPD of Babel province. *
