The bill on Islands Can not be used as a Solution
Jakarta, dpd.go.id – In connection with the formation of the bill on Islands, Committee I DPD RI led by Alirman Sori (DPD members of West Sumatera Province) held a Public Hearing to add the input and the perfect solution in the administration of local government system in Indonesia.
In Article 18 of Act No. 32 of 2004 on regional government authority is clearly regulated by regional governments for the regions that have marine areas. But the problem is not all regions determine the boundaries of its territory in the sea area, this affects the vast area of management of marine areas between regions which are not the same.
“Aspects of the resources management on marine area can be performed in the presence of a clearer division of authority between central and reginal state policy,” explained Simon Nirahua who a presented as the speaker on Tuesday afternoon (24/01/2012), at the Parliament Complex, Senayan Jakarta.
Related to the general allocation fund (DAU), which aims to convening the regional government functions, the formulation of DAU calculation should be able to accommodate the sea area as a variable area that will provide justice for the area that has marine area.
“The solution, policy in the governance management of marine resources in the region including the funding is necessary to affirm the existence of the Presidential Regulation on the management of marine resources in the sea, not by forming the Act of Islands”, cleared this Pattimura University Lecturer in closing the meeting.
