Sunarsip: “The Existence of Bill on Regional-Owned Enterprises (BUMD) is Important”

Jakarta, dpd.go.id – Strategy of the Regional-Owned Enterprises (BUMD) development as instrument of Regional Development Acceleration includes (1) evaluation of national development strategies to eliminate the development gap between regions (2) evaluation of the natural resources optimization for regional development which is grouped into two categories such as financial benefits and economic benefits over the natural resources and (3) coming back to the 1945 Constitution as a reference in the evaluation, that is return the control of natural resources to the state. The spirit of the Revision on the Act of State-Owned Enterprises (BUMN) is idealism and privatization rather than stressing BUMN as agents of development. The Regional-Owned Enterprises actually has the same characteristics as the State Owned Enterprises. It was presented by Hendri Sabarini (Managing Director of ECONIT) on Public Hearing Meeting (RDPU) of Committee II in the Boardroom of Committee II DPD RI, Building B, Senayan, Jakarta, Monday (31/01/2012).

The Bill on BUMD is the evaluation of the BUMD today, “there is evaluation related to the plan of Regional Enterprise development and establishment and evaluation on Regional Enterprise performance”, said Hendri Saparini.

“The existence of Bill on BUMD is important” said Sunarsip (Vice-chairman of Team for Bill on BUMD & Economist of ASBANDA). He said it is for all public enterprises throughout Indonesia can have a clear legal framework in operation. In addition, the enactment of this law will be useful in the onset of self-confidence of BUMD itself in the competitive business world. There is a new term in the Bill on BUMD like General Meeting of Capital Owners (RUPM), it is an organ of Regional Public Companies that have the authority which is not granted to directors or board of supervisors within the limits specified in the Act of BUMD or its statute. In the Bill on BUMD, the separated regional assets is part of the regional wealth derived from regional budget (APBD) to be used as regional equity or stock in BUMD or other business entity, this provision reinforces that once regional assets separated, its status or position has become the wealth of BUMD.

With regard to the capital in BUMD, Baiq Diyah Ratu Ganefi, a senator from West Nusa Tenggara stated that there should be strict rules, “Capital in public enterprises should be regulated more assertively,” stated Baiq.

The role of BUMD to the regional economy in particular, and also the national economy is very large. It starts from collecting funds for financing regional development, and encouraging the community’s role in the business, until the fulfillment of goods and services for the public interest.
