RDPU of Pre-Seminar Committee I: Government Efforts for Regional Border

Jakarta, dpd.go.id – Committee I of DPD RI plans to hold a Seminar about the State Border on February 2, 2012. Therefore, the Committee I held a Public Hearing Meeting (RDPU) related to the discussion materials which will be delivered by the experts, which are form some of the ministries that related to border issues on Wednesday (18/01/2012). Health problems, social, security, territory management, education, transportation and welfare of the people in the border will be discussed later in the seminar.

One of the many complaints from people in the border area is health issue. Support in form of mobile and permanent hospital establishment has not reduced the existing health problems. “Not only the inadequate health facilities, but health workers sent to the area are also limited,” said Triyono Soendoro from the Ministry of Health, at the Parliament Complex, Senayan, Jakarta. The lack of recruitment and inappropriate incentives pattern, both material and non material, become an obstacle to lack of health workers who are willing to be employed there. It’s not problem of all border areas, but health workers are still required.

In addition to the program of Joint Business Group (KUBE), which allows the poor to obtain venture capital without collateral and accelerated development programs in 50 lagging Districts, the existence of remote indigenous communities that have not been involved in network and service both in social, economic, and politic become one of the goals of Ministry of Social Affairs’ program in improving people’s welfare in border areas. Strengthening the law is still needed in order to empower the potential in border areas to be strategic in the future.

On this occasion, the National Agency for Border Management (BNPP) said two things related to the border problem solutions, i.e. confirm and enhance border security, and improve the people’s welfare in his area. One of its forms is BNPP with some ministries hold an Action Plan in developing state borders and border areas for 2012. In line with BNPP, Made Suwandi representing Ministry of Home Affairs stated, “the border problem is simply by determining the points of the state borders and development in the region, as did by the BNPP and other ministries,” Made explained.

Connie Rahakundini from University of Indonesia focusing her opinion on natural resources located in border areas such as forests, mines and minerals, coupled with the wealth of the sea border. By looking at this all, border security is expected to be improved and the need for a shared understanding of rights and authority of local government related to the exploration & exploitation of natural and marine resources.
