Minister of Agriculture: “If the fertilizer does not get to the farmers, Minister of Agriculture will be the victim”
Jakarta, dpd.go.id – Focus settings on the Law No.7 of 1996 concerning Food which are food safety; industry and food trade; consumption and food security, the bill on the protection and empowerment of farmers is an initiative of the DPR. Components of farmer protection are infrastructure and means of agricultural production; business certainty, the price of agricultural commodities, agricultural insurance, the elimination of the practice of high-cost economy and the development of early warning systems and response to climate change impacts, while the components of farmer empowerment through education and training, counseling and mentoring, systems development and infrastructure of agricultural marketing, preferential treatment of domestic agricultural products to meet national food needs; consolidation and security of agricultural land area; provision of financing and capital facilities; ease of access to science and technology and information and institutional strengthening of farmers, that was submitted by Minister of Agriculture, Suswono in the Working Meeting with the Committee II DPD RI in the Boardroom of Committee II DPD RI, building B, Senayan, Jakarta, Tuesday (01/24/2012).
Further, from the Minister’s explanation, a lot of members asking about the fertilizer (fertilizer subsidies, fertilizer distribution, organic fertilizer) as disclosed by Muhammad Afnan Hadikusumo senator from Yogyakarta “distribution and price of fertilizer have problems in the field, many farmers complained that they do not get fertilizer” said Afnan “we better go back to the old system even though it needs a long time but effective and because it is so hard to get fertilizer, the price is out of control,” he added.
“Matter of fertilizer is a technical problem, organic fertilizer has been applied in 2010, we expect the regulation that set organic fertilizers devoted to the farmer group to provide an alternative for farmers to make their own fertilizer for their own crops” said Riza Falepi, a senator from West Sumatra.
Responding to the questions that raised the issue of fertilizer, “if the fertilizer does not get to the farmers, the Minister of Agriculture is actually the victim because the Ministry of Agriculture has allocated through the Regulation of the Minister of Agriculture,” Minister of Agriculture affirmed. How many provinces will receive, the Governor issued a governor regulation, how many districts are receiving, the Regent issued the related regulation, how much it is allocated. “The Ministry only sets the budget and allocations”, he added. The distribution is areas of trade, from industry such as Kujang factory is responsible for distribution of fertilizers in West Java to the farmers and the mechanism is governed by the Regulation of Minister of Trade and there is KP3 (Fertilizer and Pesticide Control Commission) in every province that is chaired by the Regent, Assistant II as the daily chairman and the members are police and prosecutors so they are responsible, this occurs because the absence of supervision by the KP3 and for organic fertilizer we can use BPPT in Agricultural Research and Development, there is training of BPPT,” explained the Minister of Agriculture.
To accelerate economic development and expansion of Indonesia in 2011-2025, eight major programs that create a basis of Indonesia’s economic corridor development in the long term are set; the Ministry of Agricultures follows up the Economic Corridor development plan in Indonesia in the six main corridors:
- Economic Corridor of Sumatra as “center for oil palm and rubber production”
- Economic Corridor of Java as “center for food industry development”
- Economic Corridor of Borneo as “center for oil palm and rubber production”
- Economic Corridor of Sulawesi as “center for rice, corn and cocoa production”
- Economic Corridor of Bali-NTB-NTT as “center for corn, soybean and livestock production”
- Economic Corridor of Papua as “center for food, farming and animal husbandry production”.
