Law on Tourism Does Not Have Vision and Mission
Jakarta, dpd.go.id – IN the context of preparing the Bill on amendments to the Law No. 10 of 2009 concerning tourism, Committee III DPD held RDPU (Public Hearings Meeting) that presented two expert resources in the field of Tourism Ricky Avenzora and M. Yuwana Mardjuka (24/01/2012). The meeting held in Boardroom of Committee III DPD Building, Parliamentary Complex Senayan, Jakarta was led by Vice-Chairman of Committee III, Muh. Syibli Sahabuddin, senator from West Sulawesi Province.
At the beginning of the presentation, Ricky Avenzora revealed that the Law No. 10 year 2009 has several shortcomings. Among them are the character of the Law does not imply the vision and mission of good tourism development as well as purely regulatory bureaucratization. “I think everyone agrees that tourism development classified as medium to long term development. Fifteen years is too naive, we require at least fifty years to build a national tourism,” Ricky explained.
Further, Ricky stated, “The performance of our tourism is still far from optimal.” This is caused by fundamental problems, namely tourism education curriculum that is not good, poor capacity of human resource, low-income of communities and state financial administration that is not conducive.
Looking at the flow of funds from the Ministry of Tourism which is just a relief for the promotion, Ricky thinks it is less precise. “The success of tourism is not on promotion, but the real development in the region,” he said.
However, according to the second resource, M. Yuwana Mardjuka (Professor of Economics and Tourism Industry STP Bandung), Law on Tourism has been good, just lacking in implementation. “This law not only must be able to provide a solid foundation in the national tourism development, but also must function as a determinant of the direction of the national tourism development,” Yuwana argued.
In addition, Yuwana also revealed the goal of national tourism governance, namely managing professional and sustainable tourism. This can be done either by the DMO (Destination Management Organization) which is a tool to develop the tourism of Indonesia. (af)
