Indonesian Perspective: the State’s Failure to Protect Citizens
Jakarta, dpd.go.id – The rise of mass violence and crime with murder invites a curiosity for the public of where the State’s role in protecting the people. According to criminologist Adrianus Meliala, it is less appropriate if the State is called “absent” but rather to inefficient of security protection. “Most of our budget is spent on salaries and government operations, the remaining approximately 10% for public service. So, it is not maximum to protect citizens,” said the criminologist of UI.
In Indonesian Perspective dialog, Friday (27/01/2012) Adrianus further highlighted the powerlessness of security forces in dealing with mass crimes, let alone the use of religious symbols. He said the security will be enhanced only at certain moments such as the political moment, upper-class citizens (VIP), the person/institution that gives security cost donations as well as when there are special operations.
Asked about the solution, Muhammad Sofwat Hadi (Senator of South Kalimantan Province) argued that capital punishment is imposed for deterrent effect, especially for perpetrators of rape. “Society’s awareness of law should also be improved, in addition to infrastructure support,” added the former Head of information service of East Java Local Police.
Optimization of human resources with adequate budget was added by Siti Masruchah as a way to prevent and tackle crime cases. In cases of violence against women or rape for example, victims are reluctant to report because officials do not respond quickly in arresting the perpetrators. “The victims are often blamed for it, and get a discriminatory treatment,” said Vice Chairwoman of the National Commission for Women Affairs.
Meanwhile, former Governor of Jakarta, Sutiyoso, revealed that one key to success of the security is leader decisiveness and the ability to synergize with the law enforcement agencies. In addition, concrete law enforcement by the law enforcement officers is also needed. “In conclusion, the state must act to stop the existing crime and conflict, if not Indonesia will lead to the destruction of the State,” said Sutiyoso closing the dialog.
