DPD RI Discussed Mesuji Conflict with Ministry of Forestry

Jakarta, dpd.go.id – THE MEETING to discuss the conflict of Mesuji, Lampung, that was held by Chairman of DPD RI, Irman Gusman, with the Committee I of DPD RI and the Minister of Forestry, Zulkifli Hasan, not only produced some of the recommendations of conflict resolution but also revealed the beginning of the conflict.

The meeting attended by the Regent of Mesuji, Albar Hasan Tanjung, and DPRD Chairman of the Mesuji district, Haryati Candra Lela, in DPD RI Chairman Delegation Room, Parliamentary Complex Senayan, Jakarta, Monday (09/01/12), began with a detailed explanation regarding the cause of the conflict between the residents of Mesuji with PT. Silva Inhutani Lampung.

“The origins of this polemics or agrarian conflict in Mesuji is the rising of expanding forest Decree from 33.500 to 43.100 hectares,” said Anang (DPD RI members from Lampung). Forestry Minister Decree No. 785/1993 is deemed to ignore the existence of the Mesuji residents because according to DPRD Chairman of Mesuji, Mesuji District residents only submitted 33,500 acres to the government to serve as the rain forests of the ban. Haryati said that the expansion of the register 45 is not considered the area of register 45, “the expansion is not a register 45 as the release was not clear, not the Mesuji residents,” she said.

Something similar was also expressed by Regent of Mesuji who requested that a review was made back on the expansion of the register 45. Paulus Sumino (DPD RI members from Papua) added that the Ministry of Forestry should be objective in studying and referencing the documents and then combined with the current state of Mesuji residents.

Paulus also hoped that all policies can be restored on the basis of the Indonesian state philosophy of the 1945 Constitution, “therefore we must have the courage to correct regulations that are not in accordance with the 1945 Constitution,” he briefly said.

Minister of Forestry, Zulkifli Hasan, stated that as an arm of central government, the Governor of Lampung Province has formed a working team of Lampung Governor’s decision in the context of Mesuji conflict resolution. The results of the governor’s recommendations by of which issued 150 hectares registers of talang gunung village from forest area, while 7,000 hectares should not be owned, only managed.

“We are not silent, Mesuji is almost been solved,” said Zulkifli confirmed that the problem of Mesuji in concept is already in the final stages of completion and only waiting for the good and well planned process of socialization.

In response, the Committee I of DPD RI gave some recommendations such as the petition requests of the public to release land in the tulang gunung and labuan batin with a good mechanism; redistribution of land with clear rules; granting land to people who do not have a place to live; as well as the partnership between Mesuji residents with PT. Silva Inhutani if ​​the permission to manage 33,500 hectares is granted to PT. Inhutani Silva.

In addition to Mesuji conflict, the meeting also discussed several other issues of regional autonomy that was rife such as exploration activities in Bima and conflicts of land on the island of Padang Meranti, Riau. (Lela)
