Considered inappropiate, the Bill on Village of Government Version is Juxtaposed with the Bill on Village of DPD RI

Jakarta, dpd.go.id-President Mandate (Ampres) of Bill on village finally signed by President Susilo Bambang Yudhoyono in early January 2012 after discussion since early 2007. But, it is ironic since the birth of the bill on village is widely criticized. Inviting several teams of experts, the Hearing of working team on Village Bill is expected to enhance the DPD RI’s role in addressing regional problems, related to the issues on village.

According to AA.GN. Ari Dwipayana point of view, there is a lack of connection of substance in the academic texts of the government bill because a variety of arguments, presented in academic texts, is not put in the formulation of articles of the Act. In addition, the Government version of the bill does not have a vision; even “it murders the village”. “This can be seen from the absence of a breakthrough on the problematics of government in the village and also the village development with no assets and access”, said the lecturer of S2 Program on Local Politics and Regional Autonomy UGM, Tuesday (24/01/2012).

In the same occasion Sutoro Eko argued that, “This government’s version bill on village had suffered a setback. This is because the substance of the bill on Village did not seem commensurate with the village autonomy that has been booming throughout the country “, said Eko opening his argument. In the discussion, he described how the village should be seen from several sides as well as administrative side, the side where the village is an arm of the state, or referred to as corporatist village. “The the government’s version of Village Bill is strongly affected by this corporatist perspective,” he added.

Located at the Parliament Complex Senayan Jakarta, another team expert which are B. Hestu CH and Robert Endi Jaweng (KPPOD External Relations Manager) presented the issues village setting that should be resolved by this village bill.

With a variety of shortcomings and ambiguities of the government version of Village Bill, it is already clear that rejection will be obtained. Therefore, the DPD RI needs to urge the House of Representatives of the Republic of Indonesia (DPR RI) especially Commission II to open up and absorb the various criticisms that arose over the government’s draft bill.
