Asri Anas: “PNPM Mandiri should be maximized”
Jakarta, dpd.go.id – Starting the exposure of Minister for Development of Disadvantaged Regions, Helmy Faishal Zaini explained the main criteria for disadvantaged areas has six categories: (1) The economy of the community, (2) Human resources, (3) Infrastructure, (4) the ability of local financial (fiscal gap), (5) Accessibility and (6) Characteristics of the area.
In addition to these basic criteria, are also considered districts in the border areas between countries, disaster-prone areas and areas that are defined specifically, there are 183 disadvantaged districts included in strategic areas category; 14 District of disadvantaged areas included in an integrated economic development; 20 districts disadvantaged areas included in the border regions and 15 districts included in the National Strategic Areas. However, these divisions not yet provide significant development impact to disadvantage area and border areas. As an example of Teluk Bintuni Regency which is the highest poverty rate in Indonesia. It was presented at the Committee II Meeting with the Ministry for Development of Disadvantaged Regions (PDT) in Committee II of DPD RI Meeting Room, building B, Senayan, Jakarta, Wednesday (25/01/2012).
According to the Bill on the Acceleration of Development of Disadvantaged Regions, Ministry of PDT is expected that discussion of the bill can be resolved in a year, so that by 2013 could begin to be realized. “In My paper work stated, our standing point in the bill of PDT will be more directed to the efforts in reducing inequalities between rural and the city “said Helmy. Responding to the explanation of the Minister, Syukur, (Senator from Jambi province) asked why the province of Jambi is not included in disadvantaged region. “What detail indicators of disadvantaged areas, why the province of Jambi is not included in disadvantaged region when compared with the South Sumatra and North Sumatra, Jambi still lagging behind?” Asked Syukur. Answering Syukur’s question, Nurdin M. Top (Minister Secretary) explained, in addition to the six main criteria that the Minister outlined, there were 27 sub-indicators for disadvantage regions; the database is in BPS (Central Bureau of Statistics). The Ministry also doing coaching for former disadvantaged region and villages, so that can be entered into disadvantaged region, so that the area such as Karangasem Bali will be listed into disadvantaged region.
Asri Anas (Senator from West Sulawesi Province) very supportive to KPDT and its very helpful program in his area election “I strongly support PNPM Mandiri program in the field of Accelerated Development of Disadvantaged Areas (P2DTK), PNPM is to continue and maximized” suggested Asri. Responding to input from Asri Anas, Hadi Suprayoga Deputy Special Zone Development (KPDT) welcomed it. “As a follow-up, on January 4, 2012 on the joint meeting with the Vice President has decided that PNPM Mandiri program will be continued. Also the village development and PRUKAB program will continue again in mid-2012 by P2DTK” he said.
At the end of the meeting agreed on several things including; Committee II assess Program of the Ministry for Development of disadvantaged Area to be coordinated and synchronized with the regional management programs that implemented by local governments. The goal is to avoid overlap between the programs of other ministries and local government programs; Committee II and the Ministry for Development of Disadvantaged Regions agreed that in order to socialize the work program and its implementation, the Ministry for Development of Disadvantaged Regions will cooperate in the implementation of the program when member of Committee II DPD implementing visit to the election area.
