Closing of the 7th Plenary Session of the House of Regional Representatives (DPD RI)

Jakarta, dpd.go.idTHE HOUSE of Regional Representatives of the Republic of Indonesia (DPD RI) held the 7th Plenary Session of the Session Period II Session Year 2011-2012, in Nusantara V Building of MPR/DPD RI, Friday, (16/12/11) morning. Irman Gusman as Chairman of the DPD RI led the plenary session accompanied by Vice Chairman I of the DPD RI, La Ode Ida, as well as Vice Chairwoman II of the DPD RI, G.K.R. Hemas. Agenda in the trial include: 1. Report of progress on task implementation for each DPD fittings; 2. Ratification of decision of the DPD RI; 3. Closing of the session period.

The Bill Drafting Committee (PPUU) began to deliver the report of progress on task implementation of fittings. As vice chairwoman of PPUU, Hairiah (senator from West Kalimantan Province) explained that PPUU has harmonized, integrated and stabilized conception of 2 (two) Bills, i.e. Bill of Oil and Gas from Committee II and Bill of the Amendment of Law Number 39 year 2004 on Placement and Protection of Indonesian Workers Abroad from Committee III.

The next report was delivered by Matheus S. Pasimanjeku (senator from North Maluku Province) as the vice chairman of Committee II. “Committee II has carried out the finalization of the Academic Draft and Bill of Road. We need to say that the Bill of Road is a substitute bill of the Law Number 38 Year 2004 on the Road,” said Matheus.

The Committee II hopes the plenary session to approve 2 (two) things: 1. Bill of Oil and Gas as a substitute for the Law Number 22 Year 2001 regarding Oil and Gas; 2. The results of the supervision of the DPD RI on the implementation of Law Number 41 Year 2009 about the Protection of Agricultural Land for Sustainable Food.

Then, the submission of reports of Committee III submitted by Sahabuddin Shibli, as vice chairman of Committee III who presented the results of the supervision on the implementation of Law Number 13 Year 2008 concerning Hajj Implementation related to the Hajj Implementation in 2011/1432 H.

In addition, the Committee III also expects the plenary session to approve 3 (three) things: 1. Initiative Bill on Amendments to Law Number 39 Year 2004 on Placement and Protection of Indonesian Workers Abroad, 2. Results of Monitoring on the Implementation of Law Number 13 Year 2008 concerning Hajj Implementation in 2011; 3. Results of Monitoring on the Implementation of Law Number 10 Year 2009 concerning Tourism becomes the decision of the DPD RI.

Chairman of Committee IV DPD RI, Cholid Mahmud (senator from Yogyakarta) expressed Views and Opinions of DPD RI on the Bill of the Management of State Receivable and Regional Receivable. “So far, the legal basis of management of state and regional receivables is Law No. 49 PRP Year 1960 concerning State Receivable Committee, which is already inadequate to development in the institutional system of the country, the financial management of government of the Republic of Indonesia, and the paradigm changes in society,” said Cholid.

Closing the reports, Committee I DPD RI which was represented by Alirman Sori (senator from West Sumatra Province) delivered about the Preparation of Initiative Bill, Supervision of the Law and suggestion on the formation of New Autonomous Regions.

“During this session period Committee I focused its activities in enriching the materials of the Bill of Land, supervision of the implementation of Law no. 43 Year 2008 on the Territory of the State, Law no. 39 Year 1999 on Human Rights as well as supervision of the implementation of e-KTP program and preparation of program in discussing new Bills for 2012,” said Alirman.
