Abraham Liyanto: Strengthen Presidential System with the Fifth Amendment of the 1945 Constitution

Furthermore, in the dialogue themed “Half-hearted (dead) of Presidential System: issue or fact” Abraham expressed the importance of discussion and strengthening the presidential system to run more effectively. “Another way we can take is the fifth amendment of the 1945 Constitution,” the senator from NTT added.

In the same occasion Martin Hutabarat said that the system of government best suited to be applied in Indonesia is presidential, regardless of its ineffectiveness. “The ineffectiveness could be due to the character of the leader or president, e.g., lack of confidence,” said the Member of Commission III of DPR. Another factor is the political practice that does not support the presidential system and many political issues that occur at this time. “What is the significance of political contract between the parties? Though our president is directly elected. Such thing serves to weaken the system,” added the member of DPR from Gerindra Party.

Ikrar Nusa Bhakti is in line with the opinion of Martin. According to him, the guilty one is the elected leader. “The president does not have self-confidence by making political contracts,” said the Political Observer of LIPI (Indonesian Science Agency). Not much different, Satya Arinanto considered the fault lies in the party which cannot recruit qualified people. “Parties repeatedly bring up the same figures, never bring up another figure. So, the problem lies in the regeneration and recruitment of political parties,” concluded the Professor of Law Faculty of UI. (af)
