Strengthening DPD in the Presidential System

Jakarta, dpd.go.id – Presidential System puts the president in two positions and functions, namely as head of state (head of state) and head of government (chief executive). This position and function are mentioned and described in the 1945 Constitution former explanation, but have not been normalized through constitutional amendment. In connection with the amendments of the 1945 Constitution, there are ten strategic issues proposed for a better DPD RI state system. And three of them are the issue of the presidential system, the strengthening of institutions and the strengthening of regional autonomy, “we are intensifying the three strategic issues which are the Presidential System, the Strengthening of Institutions and the Strengthening of Regional Autonomy for a better State System ” said Bambang Suroso, the initiator of the Fifth Amendment Constitution 1945 in the state dialogue event held at the DPD RI Plaza Building, Senayan, Jakarta, Wednesday (2/11/2011).

With regard to the issues that will be proposed to the House of Representatives (DPR RI), Syamsudin Haris revealed that DPD RI must have a legislative function as a concrete step of DPD RI to get more support but not exceeding the Parliament legislative function. “Another concrete steps that the DPD RI should be able to manage issues that may attract public attention,” said this Politics researcher of LIPI.

Changes are inevitable when the will of the improvements to national and state life grew from the desire of the people as sovereign. DPD RI managed to crystallize the will of the people into the strategic issues of change in the fifth amendment of 1945 Constitution. Those strategic issues, through various studies and discussions, resulting in changes to strengthen the points of the presidential system. Although according to him the amendment structure has not been completed, Khofifah Indar Parawansa (former Minister of Women) supports the existence of the fifth amendment of the 1945 Constitution with the statement “DPD should have a strengthening process”, she said. “And the need to build the power balance between the two institutions namely the DPR RI and the DPD RI so that the control functions of each agency in carrying out the interests of the state are the same”, she added.

Fifth Amendment is important, for the consolidation of state system that is not only about the DPD RI, the DPR RI also has not been performing their duties and functions properly, so the performance of parliamentary displaced, therefore the parliament must be restructured, so the DPD RI and the DPR RI must be repaired. It was stated by Jimly Asshiddqie (former Chairman of the Constitutional Court), “I support the DPD to be strengthened for a good state system, and it must have the fifth amendment of the 1945 Constitution,” he said. If it cannot be done then it could be an idea for a campaign issue, “do not choose the political party that does not approve the amendment of the 1945 Constitution because it is for the realignment of the state system for the attainment of the objectives of the state in improving justice and public welfare”, said Jimly in ending the dialogue.
