State Dialogue of DPD RI : “Quo Vadis Regional Autonomy “

Jakarta, dpd.go.id – “We in the Committee I of DPD, an institution which was assigned to direct, supervise the implementation of regional autonomy, regional autonomy is intended to improve the welfare of the community and providing services to the people,” said Dani Anwar (Chairman of Committee I of the DPD RI / DPD members from Jakarta) in the dialog state on the DPD Plaza Building, Senayan, Jakarta, Wednesday (09/11/2011).

The practice of regional autonomy is still far from its primary purpose. First, the quality of public services is still low. Only about 10 percent of the 524 regions (33 provinces, 398 regencies and 93 cities) are able to do the very best in public service. Second, the number of poor and unemployment is still high, each about 31.02 million and 8.59 million people (BPS, 2010). That fact certainly contradicts the purpose of autonomy accelerating the welfare of the people.

“Is there a management in that system of regional autonomy? The answer is none “said Ryaas Rasyid (members of Watimpres of Government and Bureaucracy Reformation / Expert of Regional Autonomy). “There are a lot of regional autonomy problems because there is no management in the system of regional autonomy”, he added.

Six issues disclosed by Ryaas Rasyid related to regional autonomy, Quo Vadis Regional Autonomy is the first, reviewed the emphasis of regional autonomy that is the government to serve the public, second, if regional autonomy is in the province therefore, the direct regional election only for governor while regents / mayors are elected by Parliament (DPRD); three, the democratically elected government should serve the society, the welfare of the people, the government that is capable of designing the future of their district; four, relating to the welfare appears two things: how to treat the provinces that have islands and provinces that have a border; fifth, concerning the division that has caused many problems; sixth relates to special autonomy in Papua and Aceh special autonomy is not just about money, but shari’a or customary emphasis on the provinces, but the autonomy law in both the province there is no section that governs it, resulting in conflict of authority. With regard to these issues there should be special handling and quick improvements that could improve the welfare of regional communities.
