Jakarta, dpd.go.id – The House of Regional Representative of the Republic of Indonesia (DPD RI) held the 4th Plenary Session in Period Session I of the Year 2011-2012, in Nusantara Building V, Parliament Complex Senayan, Jakarta (06/10/2011). The session was led by Chairman of the DPD RI, Irman Gusman, accompanied by Vice-Chairwoman II of the DPD RI, G.K.R. Hemas.

Agenda in the 4th plenary session in Period Session I of the Year 2011-2012 is a summary of the results of the submission of Supreme Audit Agency (BPK) and approval decision of DPD RI fittings.

Cholid Mahmud, chairman of Committee IV, presented the Advisory Draft of DPD RI that will be made decisions at the plenary session, among others: 1. Consideration on the Draft State Budget 2012; 2. Consideration of DPD on the Follow-Up Examination of Supreme Audit Agency of the Republic of Indonesia (BPK RI) Semester II in 2010.

Related to the Draft Budget, Cholid explained that there are some things that need to be observed, namely:

1. Preparation of Draft State Budget for Fiscal Year 2012 did not reflect compliance with the four pillars of economic development which is the government’s target.

2. Preparation of Draft State Budget for Fiscal Year 2012 is not in accordance with Law No. 36 Year 2009 on Health and Law Number 33 Year 2004 on Financial Balance between Central and Regional Government.

3. Posture of Draft State Budget of Year 2012 is still not anticipatory on the global crisis that have a high risk.

4. Posture of Draft State Budget of Year 2012 is not ideal, so it is necessary to reform again.

Then associated with the material proposal of DPD to the National Legislation Program In 2012, Vice Chairman PPUU, Hairiah requested to be accepted and ratified in plenary session so that before the date of October 10, 2011 as the deadline for submission of Prolegnas’ proposals, DPD may submit proposals to the House of Representative (DPR).

“It is important to our common understanding because this Prolegnas bocomes the entrance to our proposals and our involvement in the discussion of legislation for the future,” said Hairiah.
