Participants of National Workshop of PPUU DPD RI Presented Research Results
Jakarta, dpd.go id. – On the second day in a series of National Workshop titled “Grand Design of the National Law Development and Central-Local Relations” participants who represent universities make presentations on research they have done. The participants were divided into three groups, namely Commission I, Commission II, and Commission III. On the occasion, the Commission II had task to present and discuss researches related to Natural Resources in the Regions and the Relations of Central and Local Finance.
The discussion was held in the Boardroom of Committee III, DPD Building, Parliament Complex, Senayan – Jakarta (10/20/2011) by presenting senators from Central Kalimantan, Hamdani and from Papua, Paulus Yohanes Sumino as guides. Paulus hoped that the discussion focuses on recommendations particularly for the existing Laws after the participants presented their research results in their regions. “If it is necessary, we can propose to amend the related article,” said Paulus in the event held by the Bill Drafting Committee (PPUU) of DPD RI.
One participant from the University of Bangka Belitung, Nizwan Zubir, presented his research results on tin in Bangka Belitung. In his description, Nizwan said that although Bangka Belitung is rich in tin, the people there do not live in prosperity, coupled with impact and problems of tin mining they feel. “The problems of tin in Bangka Belitung occur partly because of the impartiality of government and the overlap regulations. The communities feel the social and psychological impacts as well as severe environmental damage,” he explained. Furthermore, Nizwan offered solutions in the form of active role of the security apparatus, community control, as well as regulation on tin mining in Bangka Belitung.
Another participant, Yan Setiawan who represents the University of Lampung conducted a research in Central and Local Relations. According to him, there is actually no regional autonomy, but only administrative areas because the regions are very dependent on the center. DPD which should be voicing the aspirations of communities and regions only have a little role. “If needed, there should be special Laws governing central and local relations,” Yan suggested. (af)
