Jusuf Kalla: Laws without Sanctions are Useless

Jakarta, dpd.go.id – Following discussion on the Bill of Social Conflict Handling (PKS), Committee I DPD RI still needs a lot of input from various sources. This time Committee I DPD RI invited Jusuf Kalla, Former Vice President of Indonesia, as the speakers at the Public Hearings Meeting (RDPU) for comment and input in improving the Bill of Social Conflict Handling. The meeting led by Dani Anwar (Senator from Jakarta) was also attended by Vice-Chairman of DPD RI, Laode Ida (Senator of Southeast Sulawesi) and the chairmen and vice chairmen of Committee II, III, and IV DPD RI, located in Parliament Complex, Senayan, Jakarta, Monday (03/10/2011).

In drafting the bill that consists of 58 articles and 9 chapters, Laode Ida revealed that DPD RI has a strategic position because the senators come from provinces in Indonesia which most of those are conflict areas.

According to Jusuf Kalla, current social conflicts are horizontal conflicts, namely conflicts among communities. “To stop the conflict we need to find the root of the problem, the trigger of the problem, type of incident, problem solving and how to reform the conflict areas”, he explained. It can be summed up that most of the conflicts in Indonesia are caused by injustice, either political, social or economic injustice.

A lot of information mentions that the recent conflicts are due to religious issues. “It is not true if religion is the cause of conflict”, said Jusuf Kalla. “The issue of religion is only included to get more support so that the conflict is increasingly chaotic”, he added.

For the Bill of Social Conflict Handling, Jusuf Kalla considered it is useless if the Bill made without sanctions for the violation. Moreover with the plan of the formation of a new commission that will only add to the existing conflicts.
