Initiative Bill: Secure Protection and Professionalism of Migrant Workers (TKI)

Jakarta, dpd.go.id – There are three approaches in the draft Bill No. 39 Year 2004 on Placement and Protection of migrant workers (TKI) abroad. All three approaches are (1) the approach of changing the role for local government, (2) the approach to strengthening the role of family, and (3) the approach to strengthening the role of migrant workers protection. Conclusions are presented by Hardi Selamat Hood, Chairman of the Committee III, after hearing an explanation from the team of experts at the Plenum of the Committee III DPD RI on Wednesday (05/10/2011) in Building B DPD RI, the Parliament Complex, Senayan Jakarta.

The draft also proposed the establishment of the National Committee for the Protection of migrant workers in order to strengthen the protection of migrant workers abroad. However, Abdi Sumaithi sees the need for a further review of the proposal. “Establishment of National Committee on the Protection of migrants needs to be reviewed further. There are already BNP2TKI, the Embassy (KBRI) and the Department of Labor which, if enabled properly then it should be able to provide protection to migrant workers, “said the DPD members from West Java.

Training of migrant workers who have not been adequate because of high facilities and infrastructure according to Abdi is no need to worry because it is the responsibility of the government. “In the perspective of the State, provision of training facilities and infrastructure is no need to worry about. Government supposed to be able to bear the related purposes of certification training for migrant workers so that prospective workers can be given entirely to the area, “he said.

The proposal of a special section for Women Migrant Workers (TKW) was also enrich the initiative draft bill of Committee III DPD RI. In fact, Anna Latuconsina proposed ban on sending maids especially as Housemaid (PRT). This DPD RI member of Maluku province sees many negative effects of sending migrant workers, especially for children. Based on his observations, the majority of children whom are left by her mother on working abroad are damaged. “Delivery of women as maids abroad needs to be set in regulation for the future of the nation,” Anna insisted. Furthermore, Anna expects professionalism in the particular field for women who work outside the country, not as a domestic worker who worked in odd jobs like that happening today. (And / af)
