Committee IV of DPD RI Facilitates the Settlement Case of Two Mega Watt Toba Samosir

Jakarta, dpd.go.id – THE CASE of electrical distribution for 2 (two) Mega Watt which is sourced from Lake Toba in Toba Samosir involving PT. Inalum, PT. Otorita Asahan, and PLN (State Electricity Company) is re-discussed in the Public Hearings Meeting (RDPU) Committee IV because until now there has not any solution to solve the problem.

It is a follow-up meeting held in Medan on last October 20 l1. In addition to the three parties concerned, there were also representatives from the District Government of Toba Samosir and The Regional Representatives (DPRD) Toba Samosir as a carrier of people’s aspirations. Litha Brent, DPD RI members from South Sulawesi province to act as the leader of the meeting which took place at the Meeting Room of Committee IV, DPD RI, the Parliament Complex, Senayan – Jakarta (24/10/2011).

Vice Regent of Toba Samosir, Liberti Pasaribu, hopes the meeting is to provide the best solutions in favor of the people. “We hope there will be a result from this meeting, we were pretty tired by Mega Watt Two problems that has been lasted for years,” said Liberti.

The results expected by the District Government and DPRD of Toba Samosir is the calculation of liability rates that must be returned to the people, as confirmed by the Secretary of the Special Committee of Two Mega Watt DPRDToba Samosir, “We’ve been delivering a number of Rp. 157.305.948.000 should be returned to the Porsea and Balige community.”

However, either the PT. Inalum, or PT. Otorita Asahan or PLN, each claiming had carried out what became of their duties under the rules and agreements in the Master Agreement. “Inalum supplies power to the people in accordance with the Master Agreement,” Deni Tampubolon briefly said, Corporate Secretary of PT. Inalum. Meanwhile, PT. Asahan Authority revealed the existence of legal gaps in following-up Master Agreement, which had received no price charged to the public.

“I understand the legal vacuum occurs, therefore, seek for its legal,” Cholid Mahmud responded. According to this Chairman of Committee IV, the calculation of the numbers should not be done immediately, but there must be agreed upon ways to overcome them, in addition to a strong commitment from all parties.

From the meeting, the DPD as a facilitator finally obtained a statement of commitment from all parties concerned to resolve this problem and restore what is rightfully for the public, such as PT. Otorita Asahan is willing to provide data from 1984 for the calculation of electricity and TDC (Electricity Tariff List). “The next stage is to determine who should pay,” closed Cholid Mahmud.

Those results provide fresh air for the local government and DPRDToba Samosir, because the cases of Two Mega Watt have progressed and will be resolved soon. They really hope this case can be resolved this year to be granted the right of people, especially the Lake Toba which is the only natural potential they have. (Af)
