Buton Asphalt for Road Infrastructure Development in Indonesia
Jakarta, dpd.go.id – Bambang Soeroso, senator from Bengkulu conveyed policy direction of the National Natural Resource utilization: Buton Asphalt for Road Infrastructure development in Indonesia. “When we went to school, we studied Earth Sciences, and Buton Asphalt is the pride of Indonesia, but now the Buton asphalt lost by petroleum asphalt imported with a high price,” he said in the DPD RI National Seminar and Workshop, Utilization of National Natural Resources of Asphalt Buton to Support Road Development Programs in Indonesia in the Nusantara IV Building, Senayan, Jakarta, Thursday (20/10/2011).
Roads are both basic and main infrastructure in activating the national and regional economy. That is because the important and strategic function of the roads to encourage the distribution of goods and services. Road development program implemented by the Government is often constrained by funding problem that is not sufficient for the existing needs, high-cost construction due to high prices of material needed. Asphalt is a major component for the development and maintenance of roads in Indonesia. The measured reserve of Buton asphalt is estimated 650 million tons of 2 billion tons of the survey results by Directorate of Energy and Mineral Resources, Bandung. Since it is mined until recently, Buton asphalt is only exploited 3.4 million tons. The potential use of Buton asphalt in the construction and maintenance of roads is very feasible and can be immediately implemented. As a product derived directly from nature Buton asphalt can function as a substitution product as well as a complementary product of petroleum asphalt product.
Buton Asphalt Development and Community Empowerment in PNPM Mandiri is an agreement of cooperation that can be formed between local governments, community groups of PNPM MANDIRI through Activity Management Unit (UPK) in rural PNPM or Community Self-reliance Agency (BKM) in urban PNPM, or with local Civil Society Organizations local in PNPM of Rural Infrastructure Services. “The partnership working principle is by involving people in every process of Buton Asphalt development and the Asphalt development provides opportunities for the growth of public industry and efficient technology”, said Sujana Royat, Deputy VII Minister of Coordinator for People’s Welfare who also serves as Chairman of Working Group of PNPM Mandiri Indonesia.
DPD RI proposed to the relevant ministries to program the utilization of Buton asphalt through production center and marketing system. Therefore DPD RI encourages the employers of Buton asphalt to proactively socialize excellence and utilization of Buton asphalt to all stakeholders involved.
