The Weak Law Enforcement and Social Cohesiveness as the Roots of Social Conflict
Jakarta, dpd.go.id – RIOT incident occurred in Ambon, Maluku is a warning to this nation that horizontal conflict could occur at any time. In the dialog state of DPD RI with the theme “Keeping the Republic of Indonesia, Preventing Regional Divisions; Do not Repeat Ambon Tragedy,” Wednesday (14/9/2011), it was revealed that the root of conflict is often the case beyond the initial incident, or in the case of Ambon, the death of a motorcycle taxi rider due to accidents, but because of the weak law enforcement, the lack of social cohesiveness and economic inequality.
The leader of Working Team on Social Conflict Handling Committee I DPD RI, Anang Prihantoro, even assessed that disorientation of State ideology in the community began to occur so that conflict is easily ignited. “The values of Pancasila ideology are no longer unifying forces, coupled with economic inequality, rampant corruption and the weak law enforcement, make the public’s discontent turns into conflict,” said the Senator from Lampung Province.
Meanwhile, member of Commission II of the House of Representatives, Abdul Malik Haramain, looked at the weakness of social cohesiveness as the root of conflict. According to him, the society are now vulnerable and prone to conflict just because the little things. Difficult access to economic, exclusivity of political access, and weak reliance of public to the leaders make the society often take their own way in solving the problem. “The state must take action to strengthen social ties in the community, the deployment of security forces is only a short-term settlement of the conflict and does not necessarily solve the root problem,” revealed the politician of PKB.
In the eyes of conflict resolution, Teguh Santosa explained that the conflict has three different sides, namely; direct conflict or the conflict/violence itself, negative peace (the absence of violence) or the pause, and structural conflict. This structural conflict is often overlooked, because it is very complex including the conflict of power, injustice and inequality in welfare. “The conflict itself has a permanence law, where it cannot be eliminated or created, but transferred to another form,” said the lecturer from UIN Syarif Hidayatullah Jakarta.
A figure from Maluku and a Senator, Jhon Pieries, also participated by giving his opinion, that the riots occurred because since the beginning there was no anticipation to clarify the issue by the security apparatus to the public. The conditions had deteriorated because the people conducted their disappointment with burning cars, motorcycles and homes. “Riot mode became an economic motive by the action of looting. Deployment of forces along with military vehicles precisely made the atmosphere like a state of war, reminding the public in Ambon riots ten years ago, this is too excessive,” said John who had just visited Ambon post-conflict yesterday.
