The Necessity of Harmonization and Consideration for the Bill of Social Conflict Handling

Jakarta, dpd.go.id – Riot in Ambon, which is currently heating up, becomes one of backgrounds for the Bill of Social Conflict Handling (PKS) to be completed immediately. By inviting keynote speakers in Public Hearings Meeting (RDPU) DPD I Committee, led by Dani Anwar (Senator from Jakarta) and located in Parliament Complex, Senayan-Jakarta, Tuesday (09/13/2011), it is expected to give advice and solutions for improving the Bill.

According to Sri Yanuarti, a researcher from the Center for Political Studies, Indonesian Sciences Institute (LIPI), the framing of this Bill needs to be synchronized and harmonized not only with applicable laws but also with the related Bills such as the Bill on National Security and the Intelligence Bill.

The Bill contains proposals for establishing the Committee of Social Conflict Handling (KPKS) in charge of problems of social conflict handling. Therefore, Sri added her opinion. “The structure of organization and membership of KPKS are unclear. And so is the choice between working mechanism with the function and of the main task of KPKS,” she added.

Meanwhile, Thamrin Amal Tomagola (Sociologist from University of Indonesia) said the necessity for a consideration in the formation of a new institution. “We should be careful if we want to form a new institution. Today’s conflicts can be taken into consideration prior to the establishment of the institution”, he explained. Thamrin also advised to reorganize and strengthen legal institutions and state apparatus in order to prevent riot as happened in Ambon.
