Strengthening Intelligence for the Prevention of Terrorism

Jakarta, dpd.go.id – TERROR action that still continuously happens remains a question how effective the work of intelligence in preventing terrorism or any other social conflict. There are some people who suspect the terror acts as a reaction to the plan of the Bill of Intelligence or issue diversion on corruption cases that trapped the power elites. In the perspective of M. Taslim (Member of Commission III DPR RI), it is very naive if terrorism issue is associated with the issue diversion on corruption or the increasing national political temperature ahead of the reshuffle which will be conducted by the president. It was submitted by Taslim in State Dialogue with the theme “Terrorism and Social Conflict Potential in the Region,” at the Coffee Corner of DPD RI on Wednesday (28/09/2011).

The case of suicide bombings in Bethel Injil Sepenuh Church (GBIS) Solo revealed that the actor is a part of Cirebon bomb network some time ago. Although the actor is only thought as the muscle man, but the terror action takes the right momentum when horizontal friction with issue of religion was being warmed up in Surakarta. “The Solo bomber himself is different from the Amrozi’s network which is regionally-oriented or related to Alqaida’s network,” explained Mardigu W. Prasantyo, a terrorist observer of UI. “Surely, all the terrors are impossible conducted by people with low educational level and small networks,” added Mardigu.

Currently, according to Mahfudz Siddiq, the motive of people to get involved in a conflict is growing, not only because of economic inequality, religion or ideology embraced. Especially in Indonesia with a heterogeneous population in which, the tendency of individuals could be the tendency of the group. Associated with horizontal conflict, Indonesian intelligence has actually had information about the potential of suicide bombings and they still have a good early warning function. “The early warning function of our intelligence is actually still good, they just need to strengthen coordination with the police,” said the Chairman of Commission I DPR RI.

For prevention, Mursyid (Senator from Nangroe Aceh Darussalam) argued that the prevention of terrorism should be a joint effort, for example by overcoming problem objectively, not subjectively. “Let us not separate each other, we must love our country, not a particular group,” said Mursyid.
