Seven Years of DPD: Time for DPD to Maximize Institutional Performance
Jakarta, dpd.go.id – The existence of the House of Regional Representatives (DPD RI) which is almost seven years raises question about how effective its performance with its minimal power. The role of DPD is considered not maximized because it does not have the right to decide as well as the House of Representatives (DPR RI). Therefore, DPD should be encouraged in order to have more roles. Imam Prasodjo disclosed it in Talk Show DPD RI Indonesian Perspective on the theme “DPD RI and Regional Struggle: Efforts to Strengthen Social Solidarity” in the Press Room DPD RI, Parliament Complex, Jakarta (30/09/2011).
Furthermore, the sociologist of UI supported DPD RI to immediately build a supporting infrastructure in addition to collecting data and doing an intensive communication with the people in the regions. “Those will give DPD a good network until finally DPD is able to coordinate all stake holders,” said Imam.
Looking at DPD for seven years, in the perspective of Refly Harun there are only two options that can be done for DPD, i.e. reinforced or dissolved. “Both of them need a constitutional amendment, but there is no guarantee if DPD is strengthened the cases in DPR will not spread,” explained the Observer of Constitutional Law. If a wider existence of the DPD is required, Refly suggested DPD to actively provide statements on crucial issues, with deal and agreement within internal of DPD.
Meanwhile, according to Laode Ida who is the Vice Chairman of DPD Field I, DPD has been carrying out duties as mandated in the constitution, but there is no senators considered as references in issues that occur. “The public space does not give place to DPD only because DPD does not have authority. Supposedly, DPD utilizes this public space maximally,” Laode lamented.
Related to these public spaces, Siti Zuhro suggested DPD to prove that DPD has a concrete empathy toward the nation’s problems. “DPD should be able to show empathy in common dangers such as corruption and inequities of development. Moreover this time we are in the process of Becoming Indonesia,” ended Zuhro, the Political Observer of LIPI. (af / saf)
