Decreasing Source of Corruption in the Ministry
Jakarta, dpd.go.id – The disclosure of corruption cases on athletes’ house at the Ministry of Youth and Sports, and corruption of fund of the Acceleration of Infrastructure Development in Transmigration Regions (PPIDT) at Ministry of Manpower and Transmigration may be a phenomenon of the iceberg of corruption cases in state ministry institutions. Sociologist and author, George J. Aditjondro, stated that corruption in the ministry is just one node of the circle of corruption that began with discussion of the budget in the Budget Agency (Banggar) House of Representatives (DPR RI) with the ministries/agencies which empties into the Palace (the president). This was revealed in a radio Talk Show “Indonesian Perspectives” with the theme “The Ministry is the Nest of Corrupt?” in the pressroom of DPD RI, Friday, (16/09/2011).
Increasingly rampant cases of corruption are also not separated from the role of bureaucrats that support the system in the State ministries. A political observer from Study for Indonesia’s Government In-depth (SIGI), Medrial Alamsyah, assessed corruption in the State ministry as bureaucratic corruption. According to Medrial, the bureaucrats can do corruption at least because of intention, courage, and opportunity factors.
“Since the recruitment process of Civil Servants, there has been a bribe in order to be accepted, so after working the motivation is only to enrich themselves. Added by the existing working system as if designed for corruption, so that bureaucrats can take cover behind the existing laws and rules,” said Medrial.
In fact, corruption is often shown to involve people in the ministry itself. Logically, corruption is impossible without the involvement of officials with specific authority. This hypothesis is expressed by Farouk Muhammad, Chairman of the Committee for Public Accountability (PAP) DPD RI. “The bigger the value of corruption, the greater authority needed, because the potential for corruption is in line with the authority (power) of the authority, money, and sword/gun,” firmed the senator from West Nusa Tenggara.
This condition is even more alarming, because from the data collected by Indonesia Corruption Watch (ICW), there are at least 16 ministries in the leadership era of President Susilo Bambang Yudhoyono indicated in cases of corruption. The most commonly used mode is the process of procurement of goods and services in the ministry. According to Febridiansyah, (coordinator of the division of law and judicial monitoring of ICW), this mode becomes a perfect corruption; because it involves many parties in the mafia of bureaucracy, politicians, business and law that protect corrupt practices. “Corruption in the ministries are not only robbing the state budget, but also the practice of buying and selling of transaction as a result of political authority in the selection or replacement of the minister,” Febri explained.
