Committee I DPD RI Received Aspirations from the Community of Register 45 Lampung

Jakarta, dpd.go.id – Committee I DPD RI invited the National Commission for Human Rights (Komnas HAM) in the Hearing Meeting of Committee I DPD RI with the agenda of receiving aspirations from the community of register 45 regarding the eviction carried out by the government forces against their homes. Community of Umbul Nanasan (PEKAT) is the Landless Farmers cultivating land in the register 45, Sungai Buaya, Mesuji district, Lampung. Of the 43,100 hectares of forest area in register 45, which granted permission of Industrial Forest (HTI) to PT. Sylva Inhutani, from the Minister of Forestry, a total of 4500 hectares are still dominated by cultivating farmer society totaling about 2,000 families. PT. Sylva Inhutani is a company founded by PT. Inhutani with PT. Bumi Waras (BW) and gained the right to manage that Industrial Forest since 1997. In 2010 the Government of Lampung in this case the governor of Lampung, Sjahroedin ZP, formed an integrated team consisting of the Provincial Forest Agency, Regional Forest Agency, Lampung Regional Police and Resort Police of Tulang Bawang, Forest Police, and Apparatus of Indonesia National Army (TNI) to crack down on citizens who occupy the register region in particular the Register 45 Mesuji. The integrated team was fully supported by PT. Sylva Inhutani by forming spontaneous pam deliberately recruited from surrounding communities to form a unified team carrying out the eviction. On 7 and 8 September 2011 the integrated team evicted the citizen’s house one by one until all of them were flat on the ground and then burnt the debris of the houses and intimidated the citizens to get out of residential areas of Nanasan with the threat of being arrested and abandoned into any place. The integrated team occupied public facilities such as mosques, churches, temples and schools. The community evacuated to the Wira Bangun field and Moro-moro territory. The Farmers Union of Moro-moro Way Serdang (PPMWS) allowed their territory as refugee camps.

PPMWS and PEKAT stated their attitude including condemning the eviction actions as actions ignoring justice and public interests; asking for guarantees of legal protection because the police had made the leaders of the organization of PPMWS as target for arrest even the community leaders of Umbul Nanasan had been captured in fighting for their rights; asking for legal protection and asking for a solution as the state’s responsibility towards its citizens.

Nurcholis, deputy chairman of the internal field of Komnas HAM, associated with the problem of Register 45, has asked for clarification with the relevant officials and expressed concern over the state apparatus who conducted the action as quoted “we deplore the state apparatus who committed the anarchic acts against its citizens” he said in the Hearing Meeting (RDP) of Committee I DPD RI in DPD Building Senayan-Jakarta, Tuesday (13/09/2011).

The RDP concluded that Komnas HAM will continue the working program of the Team of Komnas HAM formed to follow up the issue, and DPD RI will form a small team to assist the residents until the problem gets the best solution. DPD RI also scheduled on the next Friday to held a meeting with the Ministry of Manpower and Transmigration to follow up the issue of transmigration of citizens who were expelled, and the concrete actions undertaken by Committee I DPD RI, i.e. spontaneously donated 20 million in cash handed over directly by Committee I DPD RI by Alirman Sori (Vice chairman of Committee I DPD RI) to the community Register 45 Lampung Province.
