Budget Strategy of 2012 to Face the Global Crisis
Jakarta, dpd.go.id - COMING to the discussion of 2012 Budget Bill, the impact of economic global crisis, which began in Europe and the United States (U.S.), is currently being felt. Unfortunately, the draft budget of 2012 is created at the beginning of global crisis in the U.S. and Europe that have not included the prevention and mitigation of the impact of global crisis. This concern has been conveyed by an Economist, Anggito Abimanyu, RDPU of DPD RI Committee IV, with agenda materials Consideration of State Budget Year 2012 with the theme “Proportionality of Budget Allocation,” Monday (26/09/2011).
In his presentation, Anggito sees the importance of seeing the state budget 2012 with a passion to save Indonesia from the threat of a global crisis. Therefore, the government and legislature (DPR and DPD RI) must be careful in setting the amount of the budget on strategic items such as capital expenditure, personnel expenditure, social spending, subsidies, and transfers funds to the regions. Despite the current economic fundamental of Indonesia is considered quite strong, but this should not be meaningless if not accompanied by concrete actions in the form of policy.
“The government must be consistent in the planning and the use of the budget, do not let the budget that have been defined but not being executed. Consequently, it is re-entry into SAL (Remaining budget) which is a non-productive budgets, “said the lecturer at the Faculty of Economics and Business UGM.
Anggito further suggested that the government be more realistic in setting the rate of economic growth, and apply the appropriate of subsidy patterns, especially the fuel so as not to further burden the state budget (APBN) and the people. Subsidies currently is not the crisis solution, because of budget savings can actually be more effective by changing patterns of consumption of fuel oil to natural gas primarily in electric power generation sector. To achieve this, it takes courage and political will in establishing a larger supply of gas for the domestic market than on foreign markets.
