The Independent National Election Commission (KPU) for Peaceful Regional Elections

Jakarta, dpd.go.id – Tumultuous election in Puncak Jaya, Papua, which took 19 death tolls is a real portrait of vague regional elections in Indonesia. To date, peaceful regional election is as if slogan without meaning. According to Jacob Jack Ospara (Senator from Maluku), this happened because of education for democracy in Indonesia is still too general. “When people are invited to be united through political parties, transactional processes have so greater domination that politics turned into fields of looking for sustenance, whether in the form of money, opportunity or power,” he said in a Radio Talk show “Indonesian Perspective” themed “Creating a Peaceful Regional Election,” in the Press Room DPD, Parliament Complex, Jakarta, Friday (12/8/2011).

In Jacob’s viewpoint, there are at least three things that need to be addressed from the regional election process, namely: improving the laws governing regional elections, political education for the community, and strengthening of electoral justice system. “If necessary there should be a special court of dispute over the election or ad hoc court during the election,” the senator of Committee I DPD suggested.

In contrast to the senator from Maluku, an expert in constitutional law, Refly Harun, precisely assessed the electoral conflict is a conflict of elites. The high cost of politics makes all parties want to be a winner in the elections in any way. Elites from political parties often use the mass to influence the ongoing political process. “Therefore, this problem will be more easily resolved if the elites are willing to think,” said Refly. He further explained that it requires the commitment of the elites such as using no money politics, creating peaceful and fair regional elections.

Ahmad Yani, Member of Commission III DPR RI/PPP faction, as someone who has experience in the process of regional election argued that source of conflict in the regional elections occurs in each phase, starting from the recruitment of members of KPU that he valued dependent, in the campaign phase, up to the counting phase. “Elections should be eliminated,” Ahmad Yani concluded.

The dependency of KPU is confirmed by Bambang Eka Cahya Widodo, Chairman of the Supervisory Board of Elections. According to him, to make the independent KPU, it needs independent people, budget and institutional as well. “KPU is independent only in terms of personalities, but not independent in terms of institutional and financial,” Bambang said. Judging from the causes of conflict of regional elections, Bambang mentioned several factors, namely the unclear regulation, the election that can be intervened easily, political parties, voters, media, and also candidates for the regional elections.
