State Dialog: It is Time for the House of Regional Representatives (DPD) to Straighten Up
Jakarta, dpd.go.id – AS regional representation in parliament, the House of Regional Representatives (DPD) regains attention related to its role and function. Sonny Harry Harmadi (Chairman of the Coalition for Population/Economist of UI), stated that regional representation is still relevant considering the uneven population distribution. He conveyed in the “State Dialogue” with the theme “Measuring the Effectiveness of Role and Function of DPD RI” in DPD Building, Parliament Complex, Senayan Jakarta, Thursday (18/08/2011).
Meanwhile, the Political Expert from LIPI, Ikrar Nusa Bakti, warned that DPD should do self-introspection about what DPD has done to the people in the regions. Toward the proposal of Fifth Amendment of the 1945 Constitution carried by DPD, Ikrar reminded that there are resistant groups on the change of the constitution due to amendments I – IV which have changed the order of the State on a large scale. “DPD may propose amendments which is “not scary” with focus on the articles which will be able to improve the position of DPD in the state system,” Ikrar suggested.
The weak authority of DPD was also a concern in this dialogue. Irman Putra Sidin (Specialist in Constitutional Law) assessed that although the role and function of DPD is still less significant in the political process in parliament; its existence is still required. “Dissolving DPD means dissolving NKRI (Unitary Republic of Indoensia),” Irman emphasized.
Therefore, all senators must come to think of the Fifth Amendment carried by DPD RI. DPD should also be active in synergy with the press as the fourth pillar of democracy to take control functions and voice the existence of DPD to the public. (saf)
