Oil and Gas needs Lex Specialist

Jakarta, dpd.go.id – Member of the Board of National Energy (DEN), Prof. Dr. Ir. Widjajono Partowidagdo who is also a lecturer of ITB (Technology Institute of Bandung) and is one of the expert team of initiative proposal on Bill of Oil and Gas Committee II DPD said, “Basically for Law of Oil and Gas, it is necessary to consider that the Oil and Gas need Lex Specialist,” he said at the meeting of the working team of Bill of Oil and Gas Committee II DPD in building B DPD RI, Senayan, Jakarta, Tuesday (23/08/11).

The necessity of lex specialist is because the government has got so many proportion of oil, i.e. 85:15, 85% for the government and 15% the company while the proportion of gas is 70:30, 70% for the government and 30% for the company and there are still other taxes, “The oil is already 85% of net profits and the gas is 70%, the companies should not provide another, we can discuss if there is a tax, there should be no other regulations resulting in additional cost,” he added.

Other issues in oil and gas are such as land acquisition, the land acquisition should be conducted by the Government, as well as forestry issue including other permits and the problem of Revenue-Sharing (DBH) for local governments to consider in drafting Bill of Oil and Gas.

Bill of oil and gas is a step forward because it has conducted such as valid test in three provinces namely Riau, West Papua and East Kalimantan and Peer Review, and only need to implement programs at The First Session of Session Year 2011-2012 and then finalize the Bill of Oil and Gas and the initiative proposal on Bill of Oil and Gas will be submitted to the Government and DPR RI in October.
