Dynamic of Inter-Agency Relations
Jakarta, dpd.go.id - POLEMIC among institutions in this country is becoming more frequent. The absence of written rules about the relationship between institutions makes the situation worse. The last case upon the Commission of Anti-Corruption and the Chairman of the House of Representatives (DPR), Marzukie Ali, recently is enough as proof of the above thesis. However, according to Teguh Juwarno, Ali Marzukie’s statement about the dissolution of the Commission of Anti-Corruption cannot be regarded as a representation of DPR institutionally. It was expressed by Teguh Juwarno as a source person in the State Dialogue on the theme “Dynamic of Inter-Agency Relations” at the Coffee Corner of DPD RI, Parliament Complex on Wednesday (03/08/11).
The member of Commission I DPR RI from PAN faction also expressed his views about the polemic among institutions in this country. According to him, we need to do a National Consensus that involves credible people and national elites. “Additionally, we must focus on treating our main enemy, namely corruption. There should be strict enforcement,” said Teguh.
In terms of causes, the polemic stems from two things, namely the overlap of authority between the new institution with authorized institution and the bureaucracy that was never reformed. That opinion was conveyed by Cecep Effendi, a political observer of The Indonesian Institute. The establishment of new institutions is legitimate, but it’s only for the short term. Cecep also observed bureaucracy that is colored by specific interests and tends to serve the ruling party. To realize the good bureaucracy, we not only need a clean bureaucracy, but also the competent one. “Our bureaucracy must be neutral and professional,” said Cecep.
On the other hand, Satya Arinanto, an expert of Constitutional Law, stressed the importance of checks and balances as well as the control among agencies. The existence of regular meetings between leaders of State Institutions [President, MPR (the People’s Consultative Assembly), DPR (the House of Representative), DPD (the House of Regional Representative), BPK (National Audit Board), MK (the Constitutional Court), MA (the Supreme Court) and KY (the Judicial Commission)] is one of positive steps. It is just very unfortunate that those meetings have not been able to answer the fundamental problems that often become the source of polemics among those institutions. Formation of ad hoc institutions in the form of commissions, according to Satya is because political and economic costs are often more efficient in forming than in revitalizing the established institutions. “The establishment of KPK for example, is much more effective than having to reorganize the police and prosecutors,” Satya closed.
