Jakarta, dpd.go.id – ON LAST August 16, 2011, the President had a speech on Financial Note and the State Budget Draft (RAPBN) of 2012 in a joint session of the House of Representatives (DPR RI) and the House of RegionalRepresentative (DPD RI). From the Financial Note and RAPBN, the Committee IV of DPD RI began the study as a drafting consideration material of the DPD to DPR RI. In the Plenum with the agenda “Review of Financial Note and State Budget Bill 2012, Wednesday (24/08/2011), Committee IV still had a vulnerability posture of the Bill of state budget (RAPBN).
Fundamental weaknesses of RAPBN posture are lack of proportionality and precision of the budget allocations to priorities that endorsed by the government. Prof. Herman Haeruman, expert staff IV Committee, noting other weaknesses in the areas of poverty reduction, food security, environment, and underdeveloped areas.
“The government launched a food security, yet we import more food than on exports, disadvantaged areas and border regions has not received attention. While the transfer of funds to regions that despite rising numbers, but have not been able to foster new economic opportunities that can reduce poverty, greater allocated for personnel expenditure, “explained Herman.
While on budget distribution, members of the Committee IV from NTT province, Sarah Lerry Mboik, criticized the budget imbalances that are more oriented to the bureaucracy than to the poor. “The budget for the Civil Servants (PNS) who are only 4 million people, spent 180.47 trillion. While the budget for protection of the poor, that reach to 31 million people only budgeted 63.6 trillion, “said Sarah
As a follow-up study of the Financial Note and State Budget, Committee IV will focus on issues such as optimizing the State’s revenue, the budget allocation proportionality, subsidy policies, as well as State and local debt.
