Women Forum Urged the Government to Solve the Problems of Migrant Worker
Indonesian Women Forum urged the government to be responsible for worker issues abroad and reformed the economic development to prevent worker problems. The statement was made by the Chairwoman of the Parliamentary Women’s Caucus of DPD RI, GKR Hemas and a number of activists of Women’s Forum for Indonesia at a press conference on Tuesday (22/6).
Ruyati’s case who was beheaded in Saudi Arabia, according to the Women’s Forum for Indonesia, strengthening the argument that the government has failed to demonstrate their seriousness and ability to protect the citizens. Hemas said that the Minister of Manpower and Transmigration and BNP2TKI who should be responsible to resolve our worker problem abroad. “If there is no MoU between countries, I think it needs to be stopped, especially for the migrant labor,” suggested Hemas.
Hemas also said that the performance of BNP2TKI should be evaluated since their not protect the migrant worker abroad. “BNP2TKI is just a placing not protecting at all, therefore it needs to be evaluated, do we need BNP2TKI or not.”
According to Yuda Irlang of NGO Civil Society Alliance for Women and Politics (Ansipol), Migrant Labor problem is not just matter of labor itself, but also poverty. So, it is also government’s responsibility, as well as other non-ministerial agencies and private sectors such as recruitment agency (PJTKI).
“This includes political parties should also have a commitment and moral responsibility, because the parties participate in policy-making in the Parliament, legislature, political parties also exist in government,” said Yuda.
Syamsiah, activists of NGO’s Ansipol added that the government must do a total reforming of economic development, so that people can be independent. “If it is not reform then the strategy to work abroad as an informal worker whose salary is greater than in Indonesia will continue to represent a strategy for survival for the majority of our migrant labor,” said Syamsiah.
Indonesian women demanded the government immediately begin to improve themselves and admit negligence in the handling of Ruyati case. Demands of Indonesian women forum are:
1. Fulfill all the rights of victims and their families, including obtaining recovery from trauma in psychological, social, or economic.
2. Immediately ratify the convention of migrant worker and their families, so that they can get guarantee protection for workers abroad.
3. Immediately implement a moratorium (migrant worker export) with Saudi Arabia and the middle eastern countries, as well as reviewing the agreement with Malaysia, and ensure all the necessary protection of migrant workers can be run properly.
4. Immediately take concrete steps to defend and give full protection to all migrant workers abroad and save all who are being threatened with punishment.
5. Immediately reform the management system of migrant workers, ranging from recruitment, placement, and return back into their home community, which nowadays still contains many problems that harm them.
6. Immediately revise Law No. 39 of 2004 in order to be more perspective in protecting of migrant workers.
7. Open as many new jobs at the local level by exploiting the natural wealth for the welfare of the community.
8. Immediately complete and approve Domestic Workers Bill which until now has undone yet. The bill is expected to provide welfare benefits and labor protections in the country that have an impact reducing people to work abroad.
