When Will Costly Education Be Over?
Jakarta, dpd.go.id – EDUCATION BUDGET 20% mandated by laws is proven unable to guarantee the increased quality of education in Indonesia. Even people complain about the cost of education that soars continuously, especially at higher education level. Government who mandates nine years of basic education in fact has not been able to fund fully. It becomes a big question for M. Afnan Hadikusuma, Senator from Yogyakarta province, which was delivered in the State Dialogue entitled “Amendments and Costly Education” in the lobby of DPD RI Jakarta, Wednesday (13/7/11).
Afnan who is also a member of Committee III DPD RI demanded the implementation of the basic principles of education management which includes justice, transparency, and accountability. He considered those three principles now have faded. This happens because many policies in education are inappropriately targeted. In the case of grants for example, government often ignore the conditions and needs of the school. “The grant should be money in order to be appropriate and in line with the needs,” he said.
Meanwhile Zulfadli, a member of Commission X DPR RI /Golkar Party faction, said that Indonesia could hold a free education if the central government and local governments consistently meet the education budget 20% of State Budget/Regional Budget (APBN/APBD), moreover if the budget is raised above 20%. “The issue is whether the government dares to sacrifice other unimportant sectors?” asked Zulfadli.
Abdul Zein (Observer Education) felt that the purpose of the State to educate the nation life is difficult to achieve given the mentality and capability of education providers which are getting worse. In observations Zein, there are at least five roots causing high cost of education. The first is the problem of the normative in form of the spirit of commercialization and privatization. The second is the autonomy of higher education with the status of the Higher Education of State Owned Legal Entity (PT BHMN). The third is the implementation of school base management. Fourth, community participation that makes the shifting role of government from the education provider to education facilitator. And fifth, the loss of wisdom in educational institutions.
