Save Our State Budget from the Circle of Corruption

Jakarta, dpd.go.id – Corruption that has become a disease in our nation occurs in many domains and arises because of various factors. Transfer of funds from the center to the regions also becomes one of corruption areas. Many politicians are tempted to be panders of either the state budget (APBN) or the regional budget (APBD). Could practice of corruption be cleared up? Answering the question, A.M. Fatwa (Member of Committee IV DPD RI from Jakarta) said, “Leave it to the leader. Elimination of corruption is dependent on leaders who have personal talent and commitment of the struggle.” He conveyed the opinion in the State Dialogue of DPD themed “Supervision of Transfer and Budget Allocations from Center to Regions” held in the lobby of DPD, Jakarta (20/7/11).

Source of corruption, according to Ade Irawan (Head of Political Division ICW), is in the central government then followed by the local government and budget implementer. “In addition to those three critical points of corruption, there is still political corruption by the political parties that is rarely touched by law enforcement,” he said. Ade Irawan also mentioned the need for role of DPR in eradicating corruption.

Corruption that has become a kind of vicious circle in the view of Agoes Purnomo (Member of Commission II DPR/PKS Faction) acquires an opportunity in the process of procurement by the government. “Therefore, not only governments that need to be repaired, but also the pattern of procurement and regulation,” said Agoes. Because corruption is also due to the authority trick, it requires goodwill to change it and it cannot be done alone. “If this problem is not resolved, we will be entangled in a vicious circle and unable to get out,” Agoes added.

Looking at the source, Fuad Bawazier (Former Finance Minister) said that there are seven sources of corruption in this country. Those seven matters are State Budget/Regional Budget (APBN/APBD), State Owned Enterprises/Regional-Owned Enterprises (BUMN/BUMD), commercialization of policies, commercialization of law enforcement, commercialization of bureaucratic service, commercialization of occupation and commercialization of civil servants recruitment. Fuad realized that this disease has existed since long time ago and now becomes vicious increasingly. Fuad believed that the budget reflects the face of the organizers of the state. “Unfortunately, the face of our current state budget is the face of a thief,” Fuad lamented.
