Jauchar: Achieving Public Participation Law Is Not Impossible

Jakarta.dpd.go.id - Public Hearing Meeting (RDPU) held by PPUU DPD to seek input, views and opinions in the academic preparation of the manuscript and draft of Public Participation, produces several important inputs from the 2 (two) different experts.

As one of the experts, Jauchar (teaching staff of Mulawarman University) believes the concepts of community participation is in line with the Participatory Government in which the direction of development focused on real and specific issues, involving civilians nearby and know the issue, as well as observing the principle of consensus agreement in the search for solutions.

Thus, consideration of various philosophical, juridical, sociological and theoretical, aspects of community participation is the important key for legal certainty for all citizens.

“There should be a law that explicitly, specifically regulates the participation of the community” said Jauchar in the meeting at the Parliament Complex Senayan, Jakarta, Wednesday (13/07/11).

Different with Jauchar, Ningrum Natasya Sirait (University of North Sumatera) warned if the public participation made ​​into a law, there would appear constraints. “If it is made into law, regulation, it is feared that at the end there will be sanctions,” said Ningrum who then questioned who would oversee and until when the process.

Jauchar aware that some problems will arise in the realization of the degree of participatory governance, but it is not impossible to make it happen.
