Improving Public Services through Bureaucracy Reform

Jakarta, dpd.go.id – A significant increase in the number of civil servants has been regarded as a burden for structure of State Budget/Local Budget (APBN/APBD). Unfortunately, this large structure is not proportional to the increase in performance/professionalism. Moratorium discourse on recruitment of civil servants is now proposed as one solution. Jacob Jack Ospara (Member of Committee I DPD RI) considered it is necessary to do by government accompanied by political will of the president. Jacob expressed his view in the Interactive Dialogue “Indonesian Perspective” themed “Questioning Rearrangement of the Bureaucracy Structure” located in the Press Room of DPD RI Jakarta (07/22/11).

Responding the discourse of moratorium on civil servants, Danang Girindrawardana (Chairman of Ombudsman RI) emphasized on other alternatives such as strengthening relations among institutions, strengthening institutional capacity, strengthening the professionalism of civil servants and leadership assertiveness from the center to the region. “The more non-structural institutions shows that the government is weak and the authority of the institution is degraded,” said Danang observing the large number of non-structural institutions. In addition, Danang proposed to audit not only output but also outcome (performance outcome).

Structural-functional approach of bureaucracy often does not answer the basic question in the establishment of new institutions. Especially in terms of who, what, and how these institutions will serve the public. “There is a tendency that every problem bears a new bureaucratic structure, so that the resulting programs become ineffective (ineffective programs),” Medrial Alamsyah (Political observer of SIGI) expressed his opinion. According to him, the solution the government can do is to do a review towards institutions in order to find out which one works and which does not.
