Homeland Crisis and the Tasks for the welfare of the people
Jakarta, dpd.go.id -Lately, the question arises whether the form of Unitary State is necessary to be retained, since until now the State is not able to provide welfare to its people. In addition, the State also failed to reduce regional inequalities. Those problems raised by Lukman Edy, Chairman of the PKB faction in the MPR, as a guest speaker in the State Dialogue at DPD RI Building, Jakarta, Wednesday (06/07/11). Therefore, it is necessary to review the 1945 Constitution as the basic state, which in Edy’s point of view it was made under pressure.
In the dialogue entitled “The Fifth Amendment of the 1945 Constitution and Prosperity”, Edy proposed several points related to the plan of the 1945 amendments, such as the strengthening of the DPD, the positioning of the DPD in the legislation, expansion of functions of the Judicial Commission, and the improvement of the structure of the 1945 Constitution. In addition, there are articles which may not be altered according to Edy, namely Article 29 and Article 28.
Meanwhile, Ermaya Suradinata (Rector of President University) considered that Indonesia has not been on a proper footing because the constitution has not been stable, although he admitted that Indonesia has the power and ability to come together to establish a nation state. “Currently, Indonesia is in a very strong crisis, which is a state crisis in higher institutions of State,” said Ermaya. Ermaya took an example that DPD has the function as a controller of the legislation but it has not been given the role and function in accordance with the constitution. “Amendment of the 1945 is needed to repair this Country. And DPD will strengthen Homeland if the role is functioning. Supposedly, the DPD does not only propose the legislation, but also helps to define, “Ermaya concluded.
On the other hand, Rizal Ramli (Chairman of the Rose of Indonesia Committee) stated disagreement to the Amendment of the 1945 Constitution, if only to magnify the powers of the DPD. Rizal is more focused on the correction of social and economic inequality since the amendment in the past was boarded by foreign interests. Rizal offered some principles that should not be violated if the constitutional amendment was carried. First, the strategy of economic policy should include the State ideology. Second, economic policies should strengthen the people’s economy, as well as the use and management of Natural Resources. Rizal also proposed a thorough revision of the law, especially regarding natural resources. At the end of the dialogue, Rizal asserted, “No more legislation that is sponsored by foreigners.” (AF / SAF)
