DPD Urged the KPK to Take Action of Budget Mafia

Vice Chairman of the DPD RI, Laode Ida urged the Corruption Eradication Commission (KPK) immediately take action on the main perpetrators of the budget mafia, which suspected involving parliamentary members. “They should not be freed and protected by their party,” said Laode Ida in a discussion with the theme “Overcoming Budget Mafia” on Monday (27/06).

Laode Ida said that budget mafia was threathening the welfare of society. “Is there a budget mafia? or it is just a rumor that can not be proved its existence?”

Furthermore, Laode Ida said KPK institution is the only hope of the people, amid a crisis of faith and morality to the existence of other law enforcement agencies that have been contaminated with the practice of judicial mafia.

Chairman of Committee IV of DPD RI, John Pieris said that the local region benefited by the existence of mafia budget, because they do not have bothered to come to the central to apply for the discussion of regional budgets. This is seen when Committee IV supervised in these regions. “Local governments feel that the mafia budget is mediators who can help them, so they do not need to go to Jakarta to take care of local budgets,” said John Pieris.

According to John, if the local government itself must come to Parliament, it would take time. Plus the cost, such as hotel and transportation. “Some of mediator (budget mafia) was ‘friends’ of Parliament. and also the Finance Ministry, ” he explained.

John said that this condition has been going on since the era of New Order and will continue as long as Mob regeneration budget is still running. John pessimistic if political parties can eradicate budget mafia. Because according to the current political parties have not been able to be independent and still requires the accumulation of substantial funds to be alive.

Forum Coordinator of Indonesian Parliament Community Care, Sebastian Salang assessed that budget mafia practices can not be separated from the major powers of DPR. There are posts in the DPR who does the discussion procedure of budget ceiling with the government, ranging from determining the scale with a particular Ministry and which companies will do it. “Practice mafia is strongly attached to the amount of budget authority that belongs to the DPR related to the right of determining the budget. Is KPK dare to arrest the intellectual actor,” he continued.

Sebastian Salang felt sorry that so far KPK has only managed to ensnare the operator. While the intellectual actors who designed the budget mafia practices in utilizing the budget for a particular purpose are still free and lawless.

Sebastian added, to overcome the budget mafia it needs support from the Government and DPR to make the transparency of the budget document that is open and freely accessible to the public. “Because if it is not transparant, it could be exploited to use the budget, including selling information,” he said.

Meanwhile, Abdullah Dahlan from Indonesia Corruption Watch (ICW) asserted that KPK should be aware of the dimensions of political corruption as a model of corruption which committed in specific ways. “Not only on corruption practices, but also the practice of irregularities committed by the DPR should be the scope of the KPK and PPATK must supervise the flow of funds in the accounts of political parties,” he said.

According to Abdullah Dahlan, although a bit difficult to do, but its practice is becoming public’s secret. “Budget mafia is really occurred. Discussion of the adjustment fund local infrastructure (DPID) which discussed in the DPR proved that the discussion beyond the context of state budget mechanism, “said Abdullah Dahlan.

Dahlan said that budget mafia can also be seen from the indicators of budget recipients are not clear. DPID discussion also does not involve the DPD. Vice Chairman of the Corruption Eradication Commission (KPK) Haryono Umar said that they received many public complaints related to the case budget mafia in DPR. KPK will move when it has evidence.

Haryono explained, the Commission is currently reviewing the related budget adjustment fund regional infrastructure in the Ministry of Finance, BAPPENAS, and the DPR. But so far the Commission has not received complaints about the alleged diversion of funds. “We are in the collection of information. If it is firm, will go into the investigation, “said Haryono.

He added that there are four corruption criterias that must be fulfilled by KPK. First there must be actor, advantage himself or agency, authority abuse, or harm the state. “if one of them can not be found then it is not corruption,” he explained.

Responding to the statement of Chairman of DPR, Marzuki Alie, about DPD office in the local area, Haryono Umar asked Marzuki Alie to denounce the alleged mark-up of the office development budget of the House of Regional Representative (DPD). KPK will consider themselves to follow up allegations of the case.

Haryono promised to look further about the project which cost around Rp990 billion. Especially when there are complaints from the public. “If there is no complaint then it can not be followed up,” said Haryono.

Therefore, Haryono hope, Marzuki give evidences of the budget inflation. But now, KPK will not yet request information from Marzuki. “If there is any evidence please convey it to the KPK,” Haryono suggested.
